Job Description

Roles & Responsibilities

This role involves leading the development of detailed proposals, ensuring that all aspects of cost estimation for materials, engineering, labor, and subcontractor services are meticulously prepared and aligned with project goals. The individual will analyze project costs and variances, conduct financial analysis, and collaborate with various teams while negotiating with subcontractors to secure favorable terms. Additionally, he/she will ensure compliance with relevant regulations and maintain updated cost data to support future proposals. The role also includes preparing clear documentation, supporting project controls throughout the lifecycle to ensure accurate cost tracking and reporting, and performing other tasks as required during the proposals, projects, and contract stages.


  • Create detailed proposals that include cost estimates for engineering, materials, labor, equipment, and subcontractor services.
  • Prepare and present cost estimates based on various contract types, including firm fixed price, cost-plus, time and materials.
  • Review and analyze project costs, budgets, financial considerations, and variances to ensure proposals align with project and client requirements.
  • Coordinate all proposals with Business Development teams, operations, and internal stakeholders to gather essential data and ensure alignment with the company's strategic goals.
  • Analyze and interpret technical drawings, specifications, and contracts to create accurate and reliable proposals.
  • Maintain and update templates for cost/price, terms and conditions, and competitive data for future proposal development.
  • Source and negotiate with subcontractors and vendors to secure cost-effective terms and pricing.
  • Adhere to departmental policies and procedures to ensure consistency and accuracy in proposal and tender submissions.
  • Prepare clear and precise cost narratives and assumptions based on RFP requirements.
  • Provide support to Project Controls Managers with accurate cost tracking and reporting throughout the project lifecycle, as needed.
  • Identify potential risks and uncertainties in project estimates and develop strategies to mitigate them.
  • Continuously enhance estimation methodologies and tools to improve accuracy and efficiency.
  • Perform any other tasks as assigned by the line manager to support the overall objectives and success of the team.

Desired Candidate Profile

  • Bachelor’s degree in Engineering or higher.
  • Minimum of 3 years of experience in estimating for camp and temporary facilities and associated services.
  • Strong understanding of camp construction and temporary facilities and related services.
  • In-depth knowledge of construction methodologies, materials, equipment, and legal regulations related to temporary facilities
  • Excellent written and verbal communication skills, capable of effectively collaborating with various teams and presenting information to stakeholders at all levels.
  • Proven ability to negotiate favorable terms with subcontractors and vendors.
  • Strong commitment to accuracy and meticulous attention to detail in all aspects of proposal and tender processes.
  • Exceptional numerical skills with the ability to analyze complex data and conduct financial analysis.
  • Demonstrated experience in large-scale projects and familiarity with international construction standards and practices.
  • Strong ability to anticipate challenges and develop innovative solutions under tight deadlines.
  • Proficiency in estimation and project management software (MS Project, Primavera P6).
  • Advanced skills in Microsoft Excel and data analysis tools.
