Key Responsibilities
- Direct the full lifecycle of a high-value rail project, covering design, procurement, construction, testing, and commissioning phases.
- Define and implement the Project Execution Plan, Quality Management Plan, and HSE frameworks aligned with UAE regulations and international railway standards.
- Oversee systems integration across disciplines including civil, track, MEP, signaling, rolling stock, and control systems.
- Lead contract management, scope variations, and risk mitigation while protecting project objectives and ensuring stakeholder cooperation.
- Ensure seamless coordination between Parsons leadership, project teams, and client representatives to achieve strategic delivery milestones.
- Supervise design coordination and interface management between multiple design and construction contractors.
- Champion digital delivery methodologies, including BIM, digital twin technology, and PMIS-based project tracking systems.
- Implement value engineering initiatives to optimize costs and enhance performance without compromising quality.
- Establish governance, reporting, and assurance processes that maintain full control of schedule, cost, and scope.
- Conduct executive and technical review meetings to assess progress and resolve challenges proactively.
- Drive a culture of health, safety, and sustainability excellence, promoting continuous improvement and innovation.

Desired Candidate Profile
Bachelor s degree in Engineering or a related field (Master s or Chartered Engineer status preferred).
- Minimum 20 years of progressive experience managing complex rail, metro, or high-speed infrastructure programs.
- Demonstrated success in leading projects exceeding USD 2 billion in total value.
- At least 5 years experience in the Middle East, with a deep understanding of the regional infrastructure environment.
- Proven expertise in project governance, stakeholder engagement, and multi-disciplinary integration.
- Familiarity with international rail codes, operational safety standards, and project controls systems.
- Strong leadership, negotiation, and communication skills with the ability to influence ministerial and executive stakeholders.
- Advanced proficiency in BIM, digital project management platforms, and data-driven decision tools.
