Roles & Responsibilities

Position Overview

The Lead – HR Operations (Outsourcing) is responsible for managing and overseeing all HR operational activities for outsourced employees deployed to various clients. This includes handling employee onboarding, payroll, visa and PRO coordination, compliance with UAE labour law, and maintaining strong client and employee relationships.
The role ensures that all outsourced staff are managed efficiently, compliantly, and in alignment with company and client expectations.


Key Responsibilities

1. HR Operations & Compliance

  • Manage end-to-end HR operations for outsourced employees (onboarding, payroll, leave management, and offboarding).
  • Ensure timely processing of employment contracts, visa applications, renewals, cancellations, and other government-related tasks in coordination with the PRO team.
  • Monitor compliance with UAE Labour Law, WPS, MOL, and free zone regulations.
  • Maintain updated and accurate employee records, files, and HR database.
  • Ensure all employee documentation (contracts, offer letters, visa copies, Emirates IDs, etc.) is complete and up to date.

2. Payroll & Employee Benefits

  • Oversee monthly payroll processing, ensuring 100% accuracy and timely WPS submission.
  • Handle salary adjustments, overtime, leave settlements, and end-of-service benefits.
  • Ensure accurate deductions, benefits administration, and financial reconciliations in coordination with the Finance department.

3. Client Relationship Management

  • Act as the primary point of contact for assigned client accounts on HR and operations matters.
  • Manage service level agreements (SLAs) and ensure timely resolution of client queries and employee-related issues.
  • Support new client onboarding and project transitions, ensuring smooth deployment of outsourced staff.
  • Prepare and share regular reports with clients on workforce status, attendance, turnover, and compliance metrics.

4. Employee Relations & Welfare

  • Address employee grievances and provide prompt resolutions while maintaining fairness and compliance.
  • Coordinate disciplinary actions, warnings, and investigations in consultation with management.
  • Monitor employee welfare, engagement, and retention among outsourced workers.
  • Ensure consistent application of HR policies and practices across all employees.

5. Leadership & Process Improvement

  • Supervise and mentor HR Operations Executives/Coordinators.
  • Allocate responsibilities, monitor workloads, and ensure operational efficiency.
  • Identify opportunities to automate or improve HR operational processes.
  • Support audits, internal reviews, and policy updates as required.

Desired Candidate Profile

Qualifications & Experience

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • 6–10 years of experience in HR operations, with at least 3–5 years in the UAE outsourcing/manpower industry.
  • Strong knowledge of UAE Labour Law, visa processing, WPS, and PRO coordination.
  • Proven experience managing HR operations for large outsourced or blue-collar workforce.
  • Experience handling both mainland and free zone employee processes is preferred.

  • Strong knowledge of HRIS / ERP systems and MS Office (especially Excel).
