Job Summary
The Traffic Safety Engineer/Officer is primarily responsible for the development, approval, implementation, and rigorous enforcement of the Temporary Traffic Management Plan (TTMP) for all construction activities. The role ensures the safe and efficient movement of public and construction traffic, as well as the safety of workers and pedestrians, in full compliance with RTA (Roads and Transport Authority) standards and local regulations.
Key Responsibilities
Planning and Documentation
- TTMP/TMP Development: Develop, design, and prepare detailed Temporary Traffic Management Plans (TTMP) and drawings for all phases of construction works (e.g., road closures, diversions, lane closures, excavation works on main roads).
- Authority Submission: Coordinate the submission of the TTMP and all necessary documentation to the RTA and other relevant authorities (e.g., Dubai Police, Civil Defense) to obtain NOCs (No Objection Certificates) and permits prior to starting any work affecting traffic flow.
- Risk Assessment: Conduct thorough traffic and road safety risk assessments for the construction work zone, identifying potential hazards for motorists, pedestrians, and site personnel.
Site Execution and Enforcement
- Implementation Oversight: Supervise the physical installation and dismantling of all temporary traffic control measures, including barricades, road signage, delineators, lighting, cones, crash barriers, and flagmen/signalmen.
- Compliance Monitoring: Conduct daily and continuous inspections to ensure the TTMP is correctly maintained on a 24/7 basis, checking the visibility, placement, and condition of all traffic safety devices.
- Toolbox Talks: Lead daily on-site safety and traffic management briefings (toolbox talks) for all workers and subcontractors involved in road-related activities.
- Construction Vehicle Management: Manage and control the ingress and egress of heavy machinery and construction vehicles to minimize interference with public traffic flow.
Auditing, Reporting, and Incident Management
- Site Audits: Conduct routine and surprise audits of the traffic management setup to ensure strict adherence to the approved TTMP and RTA code of practice.
- Incident Investigation: Investigate all traffic-related incidents, near-misses, and accidents within the construction zone, document findings, and recommend corrective and preventive actions.
- Coordination: Act as the primary point of contact on-site for RTA inspectors, Dubai Police, and emergency services regarding traffic management issues.
- Reporting: Maintain comprehensive records, including daily site diaries, inspection logs, non-conformance reports, and official correspondence related to traffic safety.
Desired Candidate Profile
Education & Certification
- Bachelor's degree in Civil Engineering, Traffic Engineering, or a related field (preferred).
- Mandatory Certification: Possess a valid and current RTA-approved Traffic Safety and Control Officer (TSCO) certification.
- OSHA/NEBOSH or other relevant HSE certifications are highly desirable.
Experience
- Minimum 3-5 years of progressive experience in Traffic Management and Site Safety, specifically on roads and infrastructure projects in the UAE (Dubai experience with RTA is a strong requirement).
- Proven experience in successfully securing RTA NOCs and permits for temporary traffic diversions and closures.
Technical Skills
- Expert knowledge of RTA Traffic Management Guidelines and Codes of Practice.
- Proficiency in designing and drawing TTMPs using CAD software (e.g., AutoCAD).
- Thorough understanding of road furniture, signage requirements (regulatory, warning, informational), and temporary lighting standards.
- Excellent risk assessment and hazard identification skills.
Other Requirements
- Strong organizational, communication, and interpersonal skills to liaise effectively with site teams, management, and regulatory bodies.
- Ability to work flexible hours, including nights and weekends, as infrastructure and road works often require off-peak execution.
- Valid UAE Driving License.
