Job Description
Roles & Responsibilities
Key Responsibilities:
- Policy and Compliance:
Develop, implement, and maintain a comprehensive HSE management system in line with local laws and regulations (e.g., Dubai Municipality guidelines, etc.) and international standards (e.g., OSHA, NEBOSH, ISO 45001).
Conduct regular site inspections and audits to identify potential hazards, unsafe acts, and non-compliance issues.
Ensure all safety equipment, including Personal Protective Equipment (PPE), is available, properly maintained, and used correctly by all workers.
Liaise with relevant government authorities and regulatory bodies to ensure all necessary permits and licenses are in place and compliance is maintained. - Risk Assessment and Incident Management:
Perform risk assessments and job safety analysis (JSA) for all on-site activities to identify and mitigate risks.
Investigate all incidents, accidents, and near-misses to determine root causes and recommend and implement corrective and preventive actions.
Maintain accurate records of all safety inspections, incidents, and training sessions.
Lead emergency response efforts, including the development and practice of emergency evacuation plans and procedures. - Training and Awareness:
Organize and conduct regular safety training sessions, toolbox talks, and workshops for all employees and contractors to promote safety awareness and best practices.
Educate and instruct personnel on various safety topics, such as working at heights, fire safety, electrical safety, and the proper handling of hazardous materials.
Promote a "safety-first" culture by encouraging employee engagement and participation in safety initiatives. - Communication and Reporting:
Prepare and submit detailed reports on safety performance, incidents, and compliance to management.
Collaborate with project managers, engineers, and foremen to ensure safety protocols are integrated into all aspects of the project lifecycle.
Address employee safety concerns promptly and effectively, providing guidance and support.
Desired Candidate Profile
- Education: A bachelor's degree or diploma in Occupational Health & Safety, Engineering, or a related field.
- Certifications: Valid and recognized HSE certifications such as NEBOSH, OSHA, or equivalent are mandatory.
- Experience: Proven experience as a Safety Officer or a similar role, with a strong background in the real estate development or construction industry in the UAE.
- Skills:
In-depth knowledge of UAE HSE regulations and international safety standards.
Strong analytical and problem-solving skills for hazard identification and risk mitigation.
Excellent communication and interpersonal skills to effectively interact with all levels of staff and external stakeholders.
Ability to conduct effective training and presentations.
Proficiency in preparing reports and maintaining accurate documentation.
Ability to work under pressure and handle emergency situations with a calm and decisive demeanor.
