Roles & Responsibilities

JOB PURPOSE:

The Chiller Operation & Maintenance Manager is responsible for the efficient and reliable operation, maintenance, and repair of all chiller equipment. This role requires extensive technical expertise in HVAC and refrigeration systems (especially Large Tonnage), with a primary focus on chiller systems, to ensure operation and maintenance with optimal performance and safety compliance. The position also plays a strategic role in supporting our company's growth and development in refrigeration solutions across the Middle East, particularly in Qatar, Saudi Arabia, and Oman.

KEY ACCOUNTABILITIES:

  • Oversee daily operations and preventive maintenance of chiller systems, cooling plants, and associated HVAC systems ensuring high availability and peak performance.
  • Develop, update, and implement preventive and predictive maintenance schedules and programs to minimize downtime and prolong equipment life and energy efficiency.
  • Monitor performance KPI s (energy consumption, system reliability, Uptime, and downtime), and carry out technical troubleshooting to resolve complex issues with an active focus on optimizing energy efficiency.
  • Prepare and manage annual and project-specific O&M budgets, ensuring cost-effective operations while meeting set targets.
  • Lead, train, Coach and motivate a multidisciplinary technical team including engineers, technicians, and contractors responsible for on-ground operations. Also, ensuring skills development through training programs.
  • Support and contribute to the development of refrigeration solutions and projects across the Middle East, especially in Qatar, Saudi Arabia, and Oman, facilitating our regional expansion and technical leadership
  • Control operational costs, implement efficiency initiatives, and negotiate contracts with contractors, subcontractors and suppliers, ensuring competitive pricing and high-quality service
  • Use of existing tools such as the ERP Project management module allowing financial monitoring of all projects and AMC under its responsibility.
  • Ensure compliance with UAE local and national electrical, safety, and environmental regulations related to public lighting installations.
  • Maintain accurate records for all O&M activities, system performance, incidents, and inventory using CMMS or other maintenance software
  • Act as the main point of contact for municipal authorities, project partners, and the client for all O&M matters regarding the DCP
  • Manage upgrade and refurbishment projects from inception to completion, ensuring adherence to budget, timeline, and quality standards.
  • Enforce strict safety protocols to protect employees and the public; actively foster a safety-first culture.
  • Develop and regularly test emergency response procedures for incidents such as outages, electrical faults, or environmental hazards.
  • Promote sustainability through best practices in waste handling, recycling of fixtures, and responsible disposal of refrigerant fluids, mechanical parts, electric and electronic waste.

Desired Candidate Profile

SKILLS & QUALITIES REQUIRED

  • Bachelor's degree in Mechanical, Electrical, or Refrigeration Engineering, or a related field.
  • Extensive hands-on experience (15+ years) in chiller and refrigeration system operation, maintenance, and troubleshooting, with at least 10 years in a supervisory or managerial role.
  • Deep technical knowledge of chiller systems, refrigeration cycles, control systems, refrigerants, and energy efficiency practices.
  • Proven experience managing budgets, vendor relationships, and regional projects in the Middle East.
  • Strong leadership, communication, and stakeholder engagement skills.
  • Problem-solving abilities focused on complex HVAC and refrigeration issues.
  • Proficiency in CMMS, energy management, and refrigeration software.
  • Strong written and verbal communication skills
  • Advanced troubleshooting, understanding of refrigeration cycles, control systems, and efficiency optimization skills
  • Strong budgeting, contract management, inventory control, documentation & reporting skills
  • Ability to develop technical teams, foster a high-performance culture
  • Plan and execute O&M projects to deadlines and within budget.
  • Diagnose and address technical & operational challenges quickly
  • Implement measures to improve energy efficiency and reduce operational costs
  • Ensure strict compliance with UAE, safety, and environmental codes
  • Proactive engagement with clients, suppliers, and regulatory bodies
  • CMMS, ERP, MS Office, and data analytics/reporting tools
  • Preferred Nationalities: European / Arabs
