Job Description

Roles & Responsibilities

We are seeking a highly skilled Workshop In-Charge to oversee the manufacturing, refurbishment, and servicing of heat exchangers, coolers, heaters, and chillers for the oil & gas industry. The ideal candidate will be responsible for workshop operations, ensuring quality control, workforce management, and adherence to safety standards.

Key Responsibilities:

1.Workshop Operations & Production Management

  • Supervise daily workshop activities, including manufacturing, refurbishment, and servicing of all Heat exchanger equipment.
  • Plan and allocate workforce, tools, and materials to meet project deadlines.
  • Ensure all work follows technical specifications, industry standards (ASME, TEMA, API, etc.), and client requirements.
  • Monitor and optimize production efficiency and cost-effectiveness.
  • Check workshop employees are clocking in and out for their shift periods, observing and analyzing and reporting their productivity and performance.
  • Coordinate with Stores to ascertain what materials of the BOQ are already in stock.
  • Planning of all resources (Manpower, materials, machinery, Preparation of BOQ) and ensuring production progresses in a timely manner, by most efficient and economical method, to ensure customer commitments are met.
  • Ensure Apprentices receive adequate training and monitor / report on their performance.
  • Support the Project Engineers and assist with building plans, engineering specifications, parts supply, build methodologies and quality inspections.
  • Organizing the Training and development of all technical staff and work force.
  • Anticipates bottlenecks, clarifies project priorities, identifies risks, and escalates issues that cannot be internally resolved.

2. Quality Control & Inspection

  • Conduct inspection and testing of heat exchangers, coolers, heaters, and chillers to ensure compliance with quality standards.
  • Implement non-destructive testing (NDT), hydrotesting, and leak detection for all serviced equipment.
  • Coordinate with the QA/QC team to maintain strict adherence to industry regulations.

3. Maintenance & Servicing

  • Oversee repair, re-tubing, cleaning, and refurbishment of heat exchangers and cooling equipment.
  • Ensure preventive maintenance schedules are followed for workshop tools and machines.
  • Troubleshoot mechanical, welding, and operational issues related to equipment.

4. Safety & Compliance

  • Ensure workshop safety protocols and HSE (Health, Safety & Environment) regulations are strictly followed.
  • Conduct risk assessments and safety training for workshop employees.
  • Ensure proper handling and disposal of hazardous materials as per environmental regulations.
  • Maintain a safe and healthy work environment according to the requirements of the ISO 14001, 18001 and the company's H+S Policy.

5. Team Leadership & Coordination

  • Supervise and manage a team of technicians, welders, fabricators, and fitters.
  • Conduct training sessions to enhance technical skills and safety awareness.
  • Collaborate with engineering, procurement, and client service teams for seamless operations.

6. Job Accountability

  • Maximize utility and Minimize wastage of all resources.
  • Provide the necessary competent technical assistance to the workforce to complete a job in time, under budget and with required standard of quality.
  • Monitor the workforce and maintain their productivity.
  • Maintain and adhere to our QA/QC requirements.
  • Monitor and track the traceability of all materials.

7. Reporting and Documentation

  • Approve Daily PTWs
  • Approve Daily Timesheets with project code allocations.
  • Host Daily meetings with Engineering and Procurement Teams.
  • Review and supervise the preparation of the monthly Production Forecast Report, and update on a daily basis.
  • Review and supervise the preparation weekly Project Progress (in-house) Report
  • Fill Monthly target date on projects (in-house) for revenue forecast purposes.
  • Review the Technical Delivery Conditions and lead times Purchase Orders.
  • Review and comment on the IFA and IFC drawings
  • Review and comment on the RFI schedules and visits
  • Review and comment on the preparation of Methods Statements and Work Procedures.
  • Review and approve the client DGS requirement and raise an exclusions or concessions.
  • Review and Approve MR to stores and Job Issue from Stores.
  • Prepare Annual Performance Evaluation Reports.

Desired Candidate Profile

  • Degree in Mechanical Engineering, Production Engineering, or a related field.
  • Minimum 10 years of experience in workshop management in the oil & gas industry.
  • Strong knowledge of heat exchangers, chillers, heaters, and industrial cooling systems.
  • Expertise in fabrication, welding, machining, and assembly processes.
  • Experience with TEMA, ASME, API, and other industry standards.
  • Ability to read and interpret technical drawings, P&IDs, and blueprints.
  • Strong leadership, problem-solving, and communication skills.
  • Knowledge of ERP systems for inventory and production tracking is a plus.

Preferred Certifications:

  • ASME / TEMA Standards Training
  • Welding & NDT (Non-Destructive Testing) Certification
  • HSE (Health, Safety & Environment) Certification
