Roles & Responsibilities

Supply Chain Commercial Lead / Contracts & Procurement Manager

Industry: Oil & Gas (Upstream, Midstream, LNG)

Location: New Cairo, Egypt

Experience Required: 1215 Years

Reporting To: Supply Chain / Contracting & Procurement Leadership

Position Purpose

Lead the full Category Management & Contracting Process (CMCP), including strategy development, tendering, commercial negotiations, supplier relationship management, and post-award contract performance.

The role supports Upstream, Midstream, Wells, LNG, and Corporate operations, ensuring compliance with global HSSE standards while delivering maximum commercial value.

Key Responsibilities

1. Contracting & Commercial Management

  • Lead the end-to-end contracting lifecycle: strategy, tendering, bid evaluation, negotiations, and contract finalization.
  • Drive competitive commercial outcomes and optimize contract value.
  • Develop and execute post-award contract management plans.

2. Supply Chain & Category Strategy

  • Develop category strategies aligned with business demand and market insights.
  • Identify opportunities for cost savings and supply chain improvements.
  • Build strong knowledge of local and global supplier markets.
  • Support local content development and capability enhancement.

3. Stakeholder Engagement

  • Collaborate with engineering, wells, projects, and operations teams.
  • Coordinate with JV partners, regulators, and global category teams.
  • Provide commercial insights to ensure alignment with business objectives.

4. Supplier Relationship Management

  • Evaluate supplier performance, risks, and capabilities.
  • Build strategic supplier partnerships to enhance delivery, cost efficiency, and safety.
  • Maintain up-to-date market intelligence and industry knowledge.

5. HSSE & Compliance

  • Ensure all contracting and procurement activities comply with HSSE requirements.
  • Implement Contractor HSSE Management practices with contract owners and managers.
  • Ensure adherence to ethics, legal standards, and governance frameworks.

6. Leadership & People Development

  • Lead and develop a high-performing procurement and supply chain team.
  • Promote a performance-driven, value-focused culture.
  • Coach and support capability building while removing performance barriers.

7. Process Excellence

  • Apply the full CMCP effectively across all contracting activities.
  • Challenge inefficiencies and streamline processes to maximize value delivery.
  • Balance compliance, commercial judgment, and pragmatic decision-making.

Qualifications & Experience

  • 1215 years of relevant experience in Contracting & Procurement / Supply Chain within the Oil & Gas sector.
  • Engineering background is required.
  • Experience in Upstream or Midstream businesses, ideally aware of exploration and development activities.
  • Strong leadership attributes and demonstrated stakeholder management skills.
  • Background in tendering, negotiations, and supplier management.
  • Preferred but not mandatory: MCIPS or CPSM certification.
  • Fluency in Arabic and English.
  • Ability to work effectively in complex, fast-changing environments.
