Roles & Responsibilities
Role and responsibilities:
- Under the hierarchical supervision of the team leader, the coordinator will work closely and in consultation with the ANDZOA Department Head and the project's technical advisors and experts. They will be responsible for establishing the clusters (CCCA and UCZ) at their designated sites, participating in the development of technical and commercial studies, business plans, and investment and financing plans to ensure their operational readiness. Furthermore, the coordinator will be responsible for the smooth running of project activities within their assigned territory and for supervising the operational teams within their area of assignment. They will guarantee the efficient and consistent implementation of the project within the established deadlines, objectives, and allocated budgets.
Specific tasks include, but are not limited to:
- Support for the establishment of clusters
- Supporting the component aimed at the creation and development of CCCAs and UCZs in the RBA, including the configuration of production zones;
- Supervise the development of technical and commercial studies for the clusters;
- Support consultations with the relevant stakeholders;
- Oversee the development of investment and financing plans for clusters;
- To guide and supervise the facilitators on all aspects related to the project;
- Report regularly on the progress of activities related to the development of clusters and periodically produce reports on the progress of the component's activities;
- To supervise, in a participatory manner, business plans and feasibility studies for each CCCA and UCZ with the national and international experts who will be recruited;
- Working closely with various experts and consultants to validate and implement all approaches to gender integration and other aspects related to the project;
- Supporting the mapping of formal and informal aspects of the upstream argan sector;
- Participate in carrying out the studies programmed within the framework of the project;
- Participate in the development of a roadmap for the marketing of argan products;
- Supervise technical assistance for improving practices related to the collection, preservation and storage of raw materials for CCCAs.
Operational coordination
- Ensure the planning, supervision and monitoring of project activities in the territory to which he or she is assigned and ensure, in collaboration with the facilitators, technical advisors and project experts, that gender and environmental aspects are integrated into all project activities and communications;
- Ensure the mobilization of the necessary resources for the proper conduct of project activities in the field;
- develop monthly and weekly work plans with the facilitators;
- To provide supervision, coordination and training for the project's operational team in the territory and to maintain relations with field partners;
- Oversee travel and logistics for field activities;
- Help identify capacity building needs and organize the delivery of training or mentoring;
- To monitor the quality and relevance of deliverables produced within the project by operational teams and other consultants and experts involved;
- Actively participate in the strategic planning of the project;
Desired Candidate Profile
Higher education level in agricultural economics, economics, development project management, entrepreneurship; minimum Bac + 5;
- Minimum 7 years of professional experience in coordinating development projects, with a strong preference in the field of supporting professional organizations and gender equality;
- Experience in developing business models (setting up sustainable organizational structures, supporting SMEs or cooperatives led by women);
- Knowledge of the economic management of professional organizations;
- Knowledge of project management based on the Results-Based Management (RBM) approach;
- Knowledge of the Moroccan social, economic and legislative context, particularly in relation to agricultural and forestry professional organizations, national programs in women's entrepreneurship, CSOs and the economic empowerment of women;
- Familiarity with budget management, financial audits, and donor requirements;
- Knowledge of monitoring and evaluation (conducting surveys, polls, and testimonies from project beneficiaries, necessary for the proper monitoring and measurement of the results of project activities);
- Experience in organizing and facilitating multi-stakeholder dialogues, particularly with professional organizations, between CSOs and public institutions;
- Work experience on a development project in Morocco is an asset.

Cowater is currently seeking two territorial coordinators - experts in agro-economics or economics or entrepreneurship for a women's economic empowerment project in the Arganeraie Biosphere Reserve (RBA) in Morocco. The Socio-economic Empowerment of Women in Oasis and Argan Grove Areas (ASEFOA) project , funded by Global Affairs Canada in partnership with the National Agency for the Development of Oasis and Argan Grove Areas (ANDZOA), aims to strengthen the power and economic status of women in oasis and argan grove areas in Morocco. The project includes targeted interventions focusing on (1) increasing the competitiveness and performance of women entrepreneurs and (2) strengthening a socio-cultural and institutional environment conducive to their economic empowerment. In a context of increasing environmental fragility, all these interventions will aim to build resilience to climate change. This project partially complements the achievements of the REFAM project (Economic Empowerment of Women in the Argan Sector in Morocco), implemented from 2018 to 2023. REFAM aimed at the economic empowerment of women in the argan sector and brought about significant changes in the sector's structure, the integration of gender equality within the interprofessional organization, and market access. The ASEFOA project will build upon the results produced by REFAM to strengthen the power and economic status of women in oasis areas and argan forests.
