Job Description
Roles & Responsibilities
1. Tendering & Bid Coordination
- Review all tender documents (RFPs, RFQs, PQs) to identify scope, service requirements, compliance clauses, and submission deadlines.
- Coordinate with Operations, HR, Procurement, Finance, and QHSE to obtain required data.
- Prepare comprehensive tender submissions (technical + commercial + supporting documents).
- Maintain a tender tracker covering timelines, clarifications, addenda, and submission status.
- Prepare and submit prequalification documents and renewal of PQs.
2. Technical Proposal Development (FM-Specific)
- Develop and write all FM-related technical content, including:
Soft Services delivery plans (cleaning, security, hospitality, landscaping, pest control). - Hard Services delivery plans (MEP, HVAC, civil, preventive & corrective maintenance).
- Mobilization plans, staffing plans, and operational workflows.
- QHSE plans, risk assessments, method statements, and emergency response plans.
- Customize each technical proposal to the client s industry segment (commercial, residential, entertainment, government).
3. Estimation & Costing (FM-Focused)
- Prepare accurate cost estimation for FM projects:
- Manpower sizing and salary benchmarking.
- Material consumption and cost (cleaning consumables, MEP consumables, PPE).
- Tools, equipment, and machinery.
- Mobilization costs, logistics, uniforms, and training.
- Subcontractor quotations and benchmarking for specialized services.
- Develop commercial pricing models ensuring target gross margin and competitiveness.
4. Commercial Proposal Preparation
- Prepare a comprehensive commercial package, breakdowns, and pricing sheets.
- Ensure clarity, accuracy, and alignment between technical and commercial submissions.
- Support management during negotiations by providing pricing rationale and value justification.
5. Vendor Registration & Compliance
- Register the company as an FM vendor with major clients (government, semi-government, private sector, PIF entities).
- Maintain and update vendor portals (Aramco, SEC, PIF companies, Modon, municipalities, etc.).
Desired Candidate Profile
Bachelor s degree in Business Administration, Engineering, Facilities Management, or a related field.
- 5 to 7 years of proven experience in Tendering, Bidding, or Proposal Management within the Facilities Management sector.
- Strong understanding of Facilities Management Services, Industry Standards, and Contractual Frameworks.
- Demonstrated ability to analyze complex tender documents and develop compliant, competitive proposals.
- Excellent project management and organizational skills, with the ability to manage multiple tenders simultaneously.
- Proficiency in Microsoft Office Suite and tender management software
- Strong negotiation and stakeholder management abilities.
