Job Description
Roles & Responsibilities
1. Experience in QC of power plant equipment, seawater desalination plant equipment, etc., with preference given to those with experience in equipment inspection and testing.
2. Participating in reviewing Request for Quotation in bidding projects, and the clarification and negotiation of workshop inspection and testing clauses for bidding projects.
3. Participating in review and breakdown project contracts and technical specifications.
4. Responsible for preparing the technical specifications for workshop inspection and testing in equipment procurement contracts based on the project template.
5. Responsible for the clarification and negotiation of technical specifications for workshop inspection and testing in equipment procurement contracts with bidders.
6. Responsible for supplier equipment supervision management, including planning management, ITP (Inspection and Test Plan) and test procedure review and submission, inspection implementation management, third-party report review, and quality document review.
7. During project execution, responsible for clarifying and negotiating the ITP with the owner.
8. Responsible for reporting the supervision status and progress to the project supervision manager.
Desired Candidate Profile
I. Quality Control & Technical Oversight
· Quality Control (QC) Expertise: You'll bring extensive experience in the quality control of power plant equipment and seawater desalination plant equipment. We prefer candidates with direct experience in equipment inspection and testing, particularly with electrical and low-voltage equipment.
· Bidding Project Involvement: You'll participate in reviewing Request for Quotation (RFQ) documents for bidding projects, and contribute to clarifying and negotiating workshop inspection and testing clauses within those projects.
· Contract & Specification Management: You'll be involved in reviewing and breaking down project contracts and related technical specifications. You'll also be responsible for preparing technical specifications for workshop inspection and testing in equipment procurement contracts, using project templates, and leading negotiations of these specifications with bidders.
II. Client & Project Communication
· Client Meeting Management: You'll prepare for and actively participate in client meetings, ensuring all necessary documentation and presentations are ready.
· Meeting Documentation: You'll accurately log meeting minutes and discussions from client interactions.
· Summary Preparation: You'll prepare clear and concise summaries of client meetings, detailing key decisions, action items, and responsibilities.
· Project Execution Clarification: During project execution, you'll be responsible for clarifying and negotiating the Inspection and Test Plan (ITP) with all relevant parties to ensure smooth and compliant project delivery.
III. Vendor & Supplier Management
· Vendor Evaluation: You'll conduct thorough evaluations of potential vendors, assessing their capabilities, quality standards, and compliance with project requirements.
· Vendor Inspection Management: You'll oversee and manage the inspection process for vendor-supplied equipment or services. This includes:
o Developing and reviewing Inspection and Test Plans (ITPs) and test procedures.
o Coordinating and supervising off-site inspections.
o Reviewing third-party inspection reports and all associated quality documentation.
o Ensuring vendor adherence to agreed-upon specifications and quality benchmarks.
· Inspection Notice Management: You'll be responsible for the preparation of Notices of Inspection (NOI), managing communication regarding inspections with both vendors and project owners.
· Supplier Supervision & Quality Assurance: You'll manage overall supplier equipment supervision, including inspection planning management, ITP and test procedure review and submission, and inspection implementation management.
IV. Documentation & Reporting
· Report & Dossier Preparation: You'll be responsible for the preparation of Notices of Inspection (NOI), Factory Acceptance Test (FAT) reports, and comprehensive Quality Dossiers.
