Roles & Responsibilities


RESPONSIBILITIES

HR, administrative and financial responsibilities :

  • Financial, budget, treasury and accounting management of the mission
  • Administrative management of the Delegation s Human Resources
  • Administrative and legal management of the mission.
  • Line management of Support Team, capitalization & reporting

Logistics responsibilities :

  • Logistics Coordination
  • Procurement Management
  • Equipment, Stock & IT management
  • Movements Management & Transports
  • Security Management :

Coordination with National Society (PRCS)

  • Logistics Coordination with the PRCS
  • Management of the financial aspects of the partnership cycle with the PRCS

HIERARCHICAL AND FUNCTIONAL LINKS

Line Management

  • Works under the responsibility of the Head of delegation and in coordination with HQ technical referents (Finance, Logistics, Admin)
  • Supervises the Senior Admin and Logistics officers

Collaborates with:

  • Collaborates internally with: programme coordinator and headquarters support services
  • Collaborates externally with the environment of the delegation (Palestinian Red Crescent Society, local administrative authorities, RC/RC Movement components, donors of ongoing projects, other partners...)

Desired Candidate Profile

Qualifications and experience

  • Bachelor degree in humanitarian Logistics or Business Administration/Finance.
  • Minimum of 3 years of demonstrable relevant experience in a similar position.

Mandatory job requirements

  • Knowledge and proven experience in accounting principles, financial systems, budget/cash-flow monitoring and internal accounting controls is essential
  • Experience and understanding of main donors logistics and finance requirements is essential (knowledge of AFD and CDCS procedures is considered a strong asset).
  • Ability to communicate effectively with key stakeholders, especially national partners, and adapt to a dynamic environment to achieve objectives.
  • Strong skills in managing humanitarian supply chains, notably large scale purchases (including tenders).
  • Previous experience managing a team and/or facilitating staff training and on-the-job coaching is considered an asset.
  • Essential computer literacy (word, excel, internet).
