Job Description

Roles & Responsibilities

Under the overall supervision of the Head of Resources Management in Lebanon and direct supervision of the Senior Supply Chain Associate; and, in collaboration with relevant units at Headquarters and the Administrative Centres, the successful candidate will be responsible and accountable for supporting supply chain activities, guided by Supply Chain Management (SCM) objectives to deliver quality goods/services to the beneficiaries at optimal price and in a timely manner.

u>Responsibilities and Accountabilities/u>

  1. Support the Senior Supply Chain Associate in implementing and strengthening asset and inventory management processes.
  2. Maintain an up-to-date and accurate asset register for all the mission s assets (e.g.: furniture, ICT, etc.), ensuring processing timely updates in the ERP system to reflect physical data, movements, and changes.
  3. Conduct biannual physical inventory, reconcile discrepancies, and update records accordingly.
  4. Manage the full asset lifecycle: receipt, tagging, assignment, return, transfer, and disposal in line with the procurement rules and regulations. Liaise with CAS Manila and other offices on asset disposal, transfers, retirements, and claims.
  5. Prepare and submit timely asset and inventory reports to HQ, MAC, and other stakeholders.
  6. Convene and support the Asset Disposal Committee (ADC), review proper documentation and compliance with the set procedures.
  7. Support the coordination of assets maintenance and repairs with Service Providers and manage warranty or insurance coverage and claims as needed.
  8. Assist in procuring services related to security and facility management, including drafting tender documents (RFQ, RFP, ITB), obtaining quotations, conducting evaluations, and ensuring best value for money.
  9. Draft, issue, and monitor service contracts, and follow up to ensure timely and quality delivery.
  10. Provide logistical and administrative support in line with project schedules.
  11. Act as Bid Receipt Focal Point for receiving and handling tenders, when needed.
  12. Prepare procurement monitoring reports, documentation, and requests for payment to Accounts Payable.
  13. Perform other duties as may be assigned.

Desired Candidate Profile


Education:

  • University degree in Business Administration, Accounting, Logistics, Supply Chain Management or a related field from an accredited academic institution with two years of relevant professional experience; or
  • High school diploma with four years of relevant professional experience
  • Certification in Procurement, Logistics or Supply Chain Management is an advantage

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in procurement and logistics and working with vendors and service providers;
  • Experience with asset management process;
  • Experience working with IOM/UN Procurement and Logistics Rules and Procedures is an advantage
  • Experience working in an international organisation an advantage.

  • High level of computer literacy
  • Ability to work with national and international institutions;
  • Ability to prepare clear and concise report;
  • Excellent communication and negotiation skills
  • Ability to establish realistic resource requirements to meet IOM needs
