JOB DESCRIPTION

TITLE : Senior Technical Safety Engineer

Experience/Qualifications Needed

• University graduate in Mechanical Engineering, Electrical Engineering, Chemical Engineering, Fire Engineering, Safety Engineering, Physics or Mathematics.
• Minimum 8-10 years experience in production or engineering of oil and gas facilities, including a minimum of 3 years experience in Technical Safety Engineering.
• Physical Effects Modelling and Quantitative Risk Assessment. Experience with Shell FRED and SHEPHERD software is preferred.
• Facilitating hazard workshops for Process Safety hazards. These may include HAZID, HAZOP, SIL classification, Bow-Ties, ALARP, SIMOPs, and Facility Layout and Siting.
• Developing ALARP demonstrations for Process Safety risks and developing HSE Cases.
• Knowledgeable of Sour Gas design and operations standards and guidelines.
• Knowledgeable of Shell standards and guildelines.(preferable)
• Knowledgeable of Fire Protection standards and guidelines.
• Good communicator who can influence key stakeholders.
• Ability to lead and manage others.

Principal Accountabilities

General Accountabilites:

• Guidance on the appropriate risk mitigation measures required for operational and integrity related Process Safety issues.
• Technical Authority (TA-2) for operational issues on safety engineering systems including fire / explosion protection systems, emergency facilities, and life saving equipment.
• Knowledge and/or participation of industry/group led research or developments in the management of Process Safety hazards.
• Contributing to maintenance and update of relevant safety engineering standards.
• Provide guidance, development and lateral learning to other Technical Safety Engineers in PDO.
• Lead and manage specialist Technical Safety Engineering Contractors, including work planning and prioritisation, QA, and budgetary control.
• Participate in Reviews and Audits in order to facilitate lateral learning and ensure gaps in the systems are addressed.

DCAF Accountabilities and Responsibilities:

• Execute Accountabilities and Responsibilities identified in the Decision Control and Authorities Framework (DCAF) Matrix of Accountabilities and Responsibilities. In summary, these include:
• Providing guidance on compliance with PDO standards and Oman legislation relating to Process Safety hazards and seeking discipline approval for step-outs.
• Developing and maintaining HSE Cases and supporting HEMP studies on behalf of the Operations or Project Manager.
• Ensuring own discipline engineering and design work is successfully delivered and appropriate reviews are conducted.
• Carrying out appropriate discipline and inter discipline checks and reviews of engineering and design work.
• Contributing to the development of execution contracting strategies that compliment designs, construction methods and operating methods.
• Remaining engaged in design issues and decisions throughout construction, commissioning and start-up.
• Assessing the root causes and learning’s from Process Safety incidents to determine appropriate actions and the need for lateral learning.
