Job Description
Roles & Responsibilities
SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK
Under the supervision of Project Specialist, and in close coordination with the Area Managers, the Senior Reporting and M&E Consultant will be responsible for designing and implementing M&E frameworks, collecting and analyzing project data, preparing regular progress donor reports, and providing technical support to ensure effective monitoring and reporting of the LHSP and LDS project activities. To ensure proper implementation of the projects the Senior Reporting and M&E Consultant will perform the following functions:
• Monitoring and Evaluation
• Lead the design, implementation, and updating of the LHSP/LDP Monitoring, Review, and Evaluation framework to ensure evidence-based planning and reporting.
• Oversee quality assurance for all donor reports, evaluations, and performance assessments, ensuring compliance with UNDP standards and donor requirements.
• Review and quality-control all monitoring and evaluation deliverables (TORs, inception reports, final evaluation reports) to ensure alignment with UNDP Evaluation Guidelines and LHSP objectives.
• Develop and update the LHSP / LDP Risk Log, ensuring that risks are properly categorized, analyzed, and mitigation measures are identified.
• Support the preparation of ROAR, IRRF, IATI, and QA reporting requirements on the Quantum+ platform.
• Provide technical inputs for LHSP / LDP s results frameworks, indicators, and reporting.
• Contribute to strengthening data collection systems, including coordination with field teams and implementing partners to ensure timely and accurate reporting.
• Provide M&E-related guidance, tools, and capacity-building sessions to LHSP / LDP staff and implementing partners.
Reporting
• Lead the preparation, consolidation, and quality assurance of donor quarterly, annual, and final reports, ensuring consistency between narrative, financial, and results-based sections.
• Review and clear all concept notes and project proposals for quality control prior to submission to donors.
• Contribute to the preparation of corporate reports for HQ and Regional Bureau (including the CO Annual Report, CPD Results Framework, and QA reviews).
• Support the Project Specialist in drafting strategic communication and visibility inputs to donors and HQ on LHSP/LDP achievements and results.
EXPECTED OUTPUTS AND DELIVERABLES
The Consultant is expected to submit a monthly progress report undertaking the above tasks and activities under the ToR noting that the total duration should not exceed 12 months (number of working days should not exceed 18 working days per month).
INSTITUTIONAL ARRANGEMENTS
• With day-to-day management by the Project Specialist, the Senior Reporting and M&E Consultant will coordinate with the Area Managers.
• UNDP will be responsible for providing the contractor with all necessary materials related to the project in a timely thorough and transparent manner. UNDP will be also responsible to provide clarifications and facilitation of the work.
• Day to Day transportation from home to office (& vice versa) shall be covered by the Consultant s own means. The Senior Reporting and M&E Consultant will rely on his/her own means of communication and transportation.
DURATION OF WORK
The assigned duration for this consultancy is 12 months .
• The mission is expected to commence the 7th of January 2026, and to be completed by the 31st of December 2026.
• The time needed to review/ comment/ approve deliverables and outputs is (5) five working days.
DUTY STATION
Senior Reporting and M&E Consultant will be based in Beirut with frequent site visits to North, Bekaa, Mount Lebanon and the South.
STANDARD MINIMUM QUALIFICATIONS
Education: A bachelor s degree a minimum of 10 years experience or a Graduate degree with 8 years experience in Development Studies, International Relations, Social Studies, or related fields.
Experiences:
• At least 2 years of experience in work with UN agencies is an advantage.
Other Assets:
• Strong organizational, interpersonal, communication and problem-solving skills;
• Ability to plan and prioritize own workload;
• Ability to assume responsibility and to coordinate with others;
• Effective oral and written communication skills;
• Attention to detail and ability to handle tasks accurately;
• Ability to work under pressure with a team spirit.
• Displays sensitivity and adaptability.
Language:
• Strong verbal and written communication skills in English and Arabic.
