Job Description

Roles & Responsibilities

Core Responsibilities:

Strategic Development Responsibilities:

Develop and implement the port s HSE strategy in alignment with organizational goals and regulatory requirements.
Support the development of HSE vision, strategy and management system aligned with international best practice.
Monitor HSE strategies that promote sustainable development in line with policies/procedures, values, vision, and mission.
Ensure that HSE is accommodating anticipated growth and has a heightened profile in line with all strategic objectives of the business.
Ensure that the strategy addresses all aspects of health, safety, and environmental management.

Compliance and Regulatory Management:

Ensure full compliance with local, national, and international HSE laws & regulations and standards and code of practices., including ISO 45001 (Occupational Health and Safety) and ISO 14001 (Environmental Management).
Regularly review and update HSE policies and procedures to reflect changes in legislation and industry best practices.

Ensure effective implementation of IMS & HSE Procedures across international businesses and sites.
Strengthen due diligence for health and safety compliance, particularly for greenfield and brownfield projects.

Risk Assessment and Mitigation Responsibilities:

Lead risk assessments and hazard identification processes across all international port operations.
Develop and implement risk management strategies to minimize potential hazards and ensure the safety of employees, contractors, and visitors.
Ensure proper identifications of all hazards associated with the travel destination, risks are assessed and that sensible control measures are established and maintained.

Incident Management and Investigation:

Oversee the reporting, investigation, and analysis of all HSE incidents, near misses, and unsafe conditions. Develop corrective and preventive actions to prevent recurrence and ensure lessons learned are shared across the organization.
Establish and maintain effective HSE culture and drive sustained improvement in HSE performance and ensuring that the requirements for a safe and healthy working environment are established.
Establish specific HSE plans, procedures, guidelines, HSE SOPs and work instructions for each process which identify the roles of individuals applicable to the international site business activities and operations.
Ensure all HSE precautions are addressed before & during international operations.

Emergency Preparedness and Response:

Develop and maintain emergency response plans and procedures. Coordinate emergency drills and exercises to ensure preparedness for incidents such as spills, fires, and natural disasters.

Training and Awareness Programs Responsibilities:

Identify HSE training needs, Design and deliver comprehensive HSE training programs for employees, contractors, and other stakeholders. Ensure that all personnel are adequately trained in HSE policies, emergency procedures, and safe work practices.
Support the recruitment process of HSE personnel by identifying essential competencies and selection criteria, ensuring that candidates meet the required standards.
Responsible for defining individual HSE KPIs that align with corporate objectives, fostering a culture of safety and compliance throughout the organization.

Safety Audits and Inspections:

Conduct regular HSE audits and inspections of all international business port sites facilities, equipment, and operations. Identify non-compliance issues, provide recommendations for improvement, and ensure timely implementation of corrective actions.

Environmental Management Responsibilities:

Implement and monitor environmental management programs, including waste management, pollution control, and sustainability initiatives. Promote the adoption of eco-friendly practices within all international business port s operations to minimize environmental impact.

Data Analysis and Reporting Responsibilities:

Analyze HSE data and trends to monitor HSE performance report and lead incident investigations and identify areas for improvement.
Prepare regular reports for senior management and regulatory bodies on HSE performance, incidents, and compliance status.

Leadership & People Management Responsibilities:

Lead and develop the HSE team, providing guidance, mentorship, and support. Foster a collaborative and proactive HSE culture of continuous improvement in HSE practices across the international business and sites.
Lead initiatives to identify and implement best practices and innovative solutions in health, safety, and environmental management.

Security Responsibilities:
Collaborate with Neshan to Develop and implement security policies and procedures aligned with international standards and local regulations.
Conduct regular security risk assessments for international operations and develop mitigation strategies.
Identify and evaluate potential security threats, vulnerabilities, and risks associated with international operations
Analyze the impact of identified risks on company assets, personnel, and business continuity.
Collaborate with other departments (Neshan) to assess and address cross-functional security risks.
Monitor emerging security trends, geopolitical developments, and local issues that may impact international operations.
Lead incident response and crisis management efforts, ensuring effective emergency communication and protocols.
Establish and maintain relationships with local authorities and international security agencies for coordinated responses.
Conduct security audits to ensure compliance with internal standards, local laws, and international regulations.

Desired Candidate Profile

Bachelor s degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field; a Master s degree is preferred.
Professional certifications such as NEBOSH, IOSH, CSP, or equivalent are highly desirable.
Certified Lead Auditor (ISO 45001, ISO 14001, ISO 22301)
In-depth knowledge of HSE regulations and standards applicable to port operations.br> Familiarity with International HSE standards as a minimum requirement, with port operations, including cargo handling, vessel traffic, and infrastructure development, is preferred.br> Must be capable of applying specialist and technical knowledge to tasks to the necessary level of expertise with Excellent Management skills.br> Excellent communication and interpersonal skills, with the ability to convey HSE concepts and requirements to diverse audiences.
Proficiency in HSE management software and tools.
