Job Description

Roles & Responsibilities

Leadership:
Lead the AIM Design employees and guide them to achieve the section s objectives through setting objectives, managing performance, developing and motivating and providing constant feedback.
Liaise with Aeronautical Information Management sections and manage the process of preparing the annual budget and monitoring financial performance versus the budget.
Manage the dashboard and KPIs both strategic and operational under the AIM Design section.
Lead and manage the team members of the business units by instilling the values of the Corporate Path which is including setting individual objectives, selecting qualified staff, monitoring performance, provision feedback, in order to maximize subordinate and performance.

AIP Aeronautical Charts Production and Management:
Manage the effective processing of AIP Aeronautical Charts focusing of accuracy, timeliness and quality.
Lead the team to ensure that accuracy and timeliness of AIP Aeronautical Charts are within allowable performance indicators.
Ensure effective coordination with external and internal stakeholders to clarify and negotiate solutions to ensure accurate verification of information before dissemination.
Develop and implement procedures to ensure effective and timely recording of evaluations, verifications and coordination done in the Aeronautical Information update process to ensure accuracy, traceability and integrity.
Manage staff objective setting and ensure achievement of objectives.
Develop training plans, staff motivation measures and provide periodic formal and informal feedback.

Aeronautical Chart Scale 1:500,000 Production and Management:
Manage the effective processing and provision of accurate and timely Aeronautical Chart Scale 1:500,000 within allowable performance indicators
Engage in effective, productive and positive communication and coordination with internal and external stakeholders to ensure accurate verification and timely delivery of Aeronautical Chart Scale 1:500,000 product to customers/stakeholders.

Electronic Terrain and Obstacles Data (ETOD) Acquisition and Provision:
Manage the provision of accurate and timely Electronic Terrain and Obstacles Data (ETOD) Area 1 within allowable performance indicators.
Lead an effective, productive and positive communication and coordination with internal and external stakeholders to ensure timely delivery of Electronic Terrain and Obstacles Data (ETOD) Area 1 product to customers/stakeholders
Supervise the development of technical documentation for Data Acquisition and Provision.

Safety, Quality & Audits:
Lead investigations of reported incidents to identify root cause by doing proper analysis.
Manage the development of mitigation plans with corrective and preventive actions.
Supervise safety risk assessments for planned and unplanned activities.
Manage the preparations for department audits and coordination of the required actions.

Policies, Systems, Processes and Procedures:
Recommend improvements to departmental policy and direct the implementation of procedures and controls so that all relevant regulatory requirements are fulfilled while delivering a quality, service to customers
Ensure the development of guidance for continuous improvement in processes, systems and technologies to support the National and ICAO roadmap in line with GCAA and the department strategy.
Develop or enhance AIM business processes and KPIs related to the functions of the section.
Lead and supervise the development of various systems, including the preparation of requirements and specifications, migration, testing and training e.g.:
Database Driven Charting System
Electronic Terrain and Obstacles Data (ETOD)
Aeronautical information communication recording and management system
Electronic Content Management system
GCAA e-services and website
Ensure compliance with National and ICAO regulations, as well as industry requirements by maintaining updated procedures.

Continuous Improvement:
Encourage the identification of opportunities for continuous improvement of systems, processes and practices, taking into account international best practice, improvement of business processes, cost reduction and productivity improvement.
Identify and lead the development of strategic objectives and direction towards Aeronautical Charting System enhancements by fostering new technology and introducing digital aeronautical information products and services.

Desired Candidate Profile

Degree in a technical field relevant to aviation or specific relevant courses and certifications in navigation or flying with a minimum of 6-8 years of experience in a similar environment
Experience in GIS and CAD Applications, Aeronautical Charting is mandatory
Technical Training / Certification in Aeronautical Information Management
The job requires in-depth knowledge of National and ICAO regulations relating to AIM
In depth knowledge of AIXM, Aeronautical data and products
Thorough knowledge of Systems and Applications especially related to AIM
