Job Description
Roles & Responsibilities
Job Description:
-
Develop and implement a comprehensive HSSE management plan tailored to the project.
-
Establish policies, procedures, and guidelines to ensure the health, safety, security, and environmental protection of all project activities.
-
Ensure compliance with health and safety regulations, including Saudi Arabian laws and international standards such as ISO 45001.
-
Conduct regular risk assessments to identify potential hazards and implement mitigation measures.
-
Oversee the implementation of safety protocols, including personal protective equipment (PPE), emergency response plans, and incident reporting systems.
-
Develop and implement security protocols to protect project sites, assets, and personnel.
-
Collaborate with local law enforcement and security agencies to address potential threats and ensure a secure environment.

Monitor and respond to security incidents, ensuring timely resolution and reporting.
-
Ensure compliance with environmental regulations and standards, including ISO 14001.
-
Develop and implement environmental protection measures, such as waste management, pollution control, and resource conservation.

Monitor the environmental impact of project activities and recommend improvements to enhance sustainability.

Develop and deliver training programs for project teams, contractors, and stakeholders on HSSE policies, procedures, and best practices.

Raise awareness of health, safety, security, and environmental issues among workers and visitors.

Promote a culture of safety, security, and sustainability across the project.

Conduct regular inspections and audits to ensure compliance with HSSE policies and standards.

Prepare detailed reports on HSSE performance, including key metrics, incidents, and corrective actions.

Provide regular updates to senior management and stakeholders on HSSE-related matters.

Develop and implement emergency response plans to address potential incidents, such as fires, medical emergencies, and security threats.

Conduct regular drills and simulations to test the effectiveness of emergency plans and improve readiness.

Coordinate with local emergency services to ensure effective collaboration during emergencies.
-
Work closely with contractors, consultants, and government authorities to ensure alignment on HSSE objectives.

Engage with cultural and religious experts to address HSSE considerations specific to the Holy City of Makkah.

Address stakeholder concerns related to HSSE and provide timely resolutions.
-
Identify opportunities to enhance HSSE performance and implement best practices.
-
Monitor industry trends and emerging technologies to improve HSSE systems and processes.
-
Foster a culture of continuous improvement and innovation in HSSE management.
What Required Skills You ll Bring:
-
Bachelor s degree in Environmental Science, Safety, Engineering, or a related field.
-
Minimum 15 years of relevant HSE experience, including at least 6 years in KSA in a managerial or lead role on large-scale infrastructure or construction projects.
-
NEBOSH International General Certificate (IGC) or equivalent HSE certification is mandatory.
-
Strong knowledge of ISO 45001 (OHSMS), ISO 14001 (EMS), and applicable international safety standards.
-
Proven experience with incident investigation techniques, risk assessments, and emergency response planning.
-
Excellent leadership, communication, and stakeholder engagement skills.

Proficiency in report writing and use of digital HSE tools and systems.
-
Ability to lead by example and influence teams toward a safe working culture.
-
Membership with a recognized professional body (e.g., IOSH, IIRSM, or equivalent).
-
Prior experience in the GCC region and knowledge of local HSE legislation and authority requirements.

Must be Muslim; Arabic language is preferred.
