Lead the development and implementation of an integrated Operational Readiness Plan aligned with IAEA safety standards, licensing conditions, and project schedule milestones.

• Analyse the Customer s responsibilities under the EPC contract and regulatory framework and map them to operational functions.
• Identify and define all O&M functions, including staffing requirements, roles, and responsibilities within the Owner s proposed organisation.
• Conduct a gap analysis of the current organisational structure and functional readiness, particularly regarding operations, systems engineering, maintenance, work control, radiation protection, and outage planning.
• Advise on the recruitment, qualification, licensing, and certification needs of operational staff.
• Contribute to the skills and training needs assessment for operational and maintenance personnel and advise on program structure and implementation.
• Develop and review requirements for equipment, tools, maintenance systems, spare parts, consumables, and technical resources, including software and hardware necessary for effective operations.
• Monitor compliance with international codes and local licensing obligations.
• Support the Customer in building robust O&M processes, including technical specifications, plant startup procedures, operational limits and conditions, and event and condition reporting systems.
