Roles & Responsibilities


Role Purpose
Provide hands-on guidance, support, and advice to site Quantity Surveyors and Assistant Quantity Surveyors to enhance the efficiency of their responsibilities and tasks.
Key Accountabilities
Operational Direction
• Create detailed Bills of Quantities systematically, ensuring they adhere to project-specific measurement guidelines in a coherent manner.
• Identify, measure, evaluate, and address complex variations, including new rate build-up, while identifying and mitigating contractual and commercial risks, and preparing draft correspondence.
• Prepare complete and optimized interim payment applications (IPA), complying with contract procedures and in timely manner to ensure comprehensive record-keeping and documentation throughout the project.
• Maintain payment and variation logs, and report and address contentious issues with PM and CM for resolution for a proactive issue resolution.
• Oversee site procurement and subcontractor management, including contract and commercial aspects by supervising them to ensure cost-effective and efficient project execution.
• Accurately estimate the costs of materials, labor, equipment, and engineering services required for construction projects, considering technical requirements and specifications to ensure that the project stays within budget. It allows project managers to allocate resources effectively and make informed decisions to control costs throughout the project.
• Monitor and control project expenditures, ensuring that costs align with the budget, and take corrective actions to address cost overruns or potential issues from a technical and financial perspective and take corrective actions to bring the project back in line with the budget.

• Provide technical expertise and advice to the project team, particularly in situations where engineering knowledge is beneficial to ensure that engineering solutions are cost-effective, technically sound, and aligned with project goals.
• Collaborate with project teams to develop and manage project budgets, considering engineering specifications, materials, labor, equipment, and contingencies while balancing technical requirements to ensure that the budget accounts for all necessary technical elements and meets the project's design and performance specifications.
• Prepare and evaluate engineering specifications and bills of quantities, to solicit bids from contractors and suppliers with a focus on technical suitability and cost-effectiveness to ensure that all potential bidders receive the same information, promoting fairness and transparency in the procurement process.
• Administer construction contracts, ensuring that all parties fulfill their contractual obligations, manage variations, claims, and disputes, and address technical implications and cost impacts to ensure that all parties involved, including the owner, contractor, and subcontractors, fully understand and comply with their contractual obligations.
• Identify opportunities for cost savings or value-added engineering changes during the construction process, ensuring they do not compromise quality, safety, or technical compliance in order to help control project costs.

• Assess and manage technical and financial risks associated with construction projects, including forecasting potential engineering issues and their financial impact by anticipating these risks, they can help mitigate them proactively.
• Prepare regular cost and technical progress reports for project stakeholders, highlighting budget variances and technical considerations that prevent cost overruns and financial issues.
• Maintain accurate and detailed records of all financial and technical transactions, including project drawings, specifications, and engineering documentation to provide a clear and documented trail of all financial and technical activities, which can be essential in case of legal disputes or audits.
• Assist in resolving disputes related to construction contracts and engineering issues, providing expertise in both technical and financial matters and participating in negotiations since their knowledge helps in finding practical solutions that balance technical and financial considerations.
• Ensure that construction projects adhere to relevant engineering standards, codes, and specifications, collaborating with technical experts to meet quality and safety requirements. Ensure compliance with construction regulations, engineering codes, and relevant standards from both technical and financial perspectives.

• Follow all relevant Quantity Surveying processes, policies, standard operating procedures, and instructions so that work is carried out in a controlled and consistent manner.
• Demonstrate compliance with the organization s values and ethics at all times to support the establishment of a value drive culture within the organization.
Continuous Improvement
• Contribute to the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.
Quality, Health, Safety & Environment (QHSE) Management
• Conduct all activities in a safe and environmentally responsible manner in compliance with internal policies and guidelines.
Reporting
• Assist in the preparation of timely and accurate reports to meet department requirements, policies, and quality standards.
