Job Description

Roles & Responsibilities


  • Cost Estimation & Budgeting: Prepare detailed cost estimates at various project stages, Assist in developing budgets and cost control strategies, Tendering & Procurement, Prepare tender documents, Bills of Quantities (BOO), and contract conditions. Evaluate and analyze bids and quotations from contractors and suppliers, Support procurement and subcontracting activities.
  • Contract Administration: Assist in drafting, reviewing, and managing contracts, Ensure compliance with contractual terms and conditions, Prepare claims, variations, and change orders, Cost Control & Monitoring, Track project costs and expenditures against budgets, Maintain cost records and produce periodic cost reports, Identify cost overruns and recommend corrective measures.
  • Valuation & Payment: Prepare interim payment applications and certificates, Verify contractor / subcontractor invoices and certify payments, Conduct final account settlement upon project completion.
  • Project Coordination: Liaise with project managers, engineers, and consultants to monitor progress, Provide cost advice during design development and execution phases.
  • Risk Management: Identify potential financial and contractual risks, Recommend mitigation strategies to minimize risks.
  • Documentation & Reporting: Maintain accurate records of correspondence, claims, and financial data, Prepare regular cost and progress reports for management.
  • Compliance & Standards: Ensure compliance with industry standards, regulations, and company policies. Apply relevant codes and best practices in QS work.
  • Software & Tools: Proficiency in QS software (e.g., CostX, Candy CCS, Planswift, or similar), Strong MS Excel and MS Project skills for cost and progress tracking. Familiarity with ERP/project management systems is an advantage.

  • Relevant Experience: 15+ / Very good Inter-Personal Skills - Communication, Cooperation, Collaboration, etc.
  • Major: Mechanical Engineering

Special Requirement

  • Job-Specific Knowledge Requirements: Construction Costing & Estimation, Strong knowledge of cost estimation methods, budgeting, and forecasting, Ability to prepare and analyze Bills of Quantities (BOO.) and cost breakdown structures.
  • Contracts & Procurement: Familiarity with FIDIC and other standard forms of contract, Understanding of tendering procedures, procurement processes, and subcontractor management, Measurement & Valuation Proficiency in quantity take-off, material measurement, and valuation of works, Knowledge of interim valuations, progress payments, and final account settlements.
  • Cost Control & Reporting: Competence in cost control techniques, cash flow forecasting, and project financial monitoring, Ability to prepare accurate cost reports and financial statements.
  • Claims & Variations: Knowledge of preparing, analyzing, and negotiating claims, variations, and change orders, Understanding dispute resolution methods related to contracts, Construction Methods & Standards, Strong awareness of construction techniques, building codes, and industry standards. Knowledge of health, safety, and environmental requirements affecting cost and contracts.
