Job Description
Roles & Responsibilities
Strategic Leadership:
- Develop, implement, and maintain the plant’s QHSE management systems in line with ISO standards (ISO 9001, ISO 14001, ISO 45001, ISO 50001).
- Establish plant-wide QHSE objectives, KPIs, and performance improvement plans.
- Promote a culture of continuous improvement and proactive risk management.
- Provide QHSE leadership, advice, and support to the Plant Manager and O&M teams.
Health, Safety & Environment (HSE):
- Ensure compliance with HSE legislation, local regulatory requirements, and company standards.
- Oversee risk assessments, HAZOPs, and safety studies related to plant operations, maintenance, and chemical management.
- Lead emergency preparedness and response planning, including drills and crisis management coordination.
- Ensure safe systems of work for high-risk activities (confined space entry, high-voltage operations, lifting, pressurized systems).
- Oversee contractor and vendor QHSE compliance during all site activities.
Quality Management:
- Oversee quality assurance and control processes across operations and maintenance activities.
- Ensure compliance with water quality standards and regulatory reporting requirements.
- Lead internal audits and management reviews, and coordinate external audits/certifications.
- Review, approve, and update QHSE procedures, SOPs, and manuals.
People & Team Management:
- Manage and mentor a team of QHSE officers and coordinators.
- Provide QHSE training and development for staff and contractors.
- Foster cross-functional engagement to integrate QHSE principles into daily plant operations.
Reporting & Communication:
- Report regularly on QHSE performance to senior management and regulatory authorities.
- Lead root cause analysis of incidents, ensuring corrective and preventive actions are implemented.
- Act as the primary point of contact for regulatory bodies, certification agencies, and external stakeholders on QHSE matters.
Desired Candidate Profile
- Bachelor’s degree in Engineering, Environmental Science, Occupational Health & Safety, or a related discipline (Master’s degree preferred).
- Minimum 10 years of QHSE experience, with at least 5 years in a managerial role within desalination, power, or heavy industrial operations.
- Strong knowledge of SWRO desalination processes and related hazards is highly desirable.
- Certified in NEBOSH IGC/OSHA, Lead Auditor for ISO standards (9001, 14001, 45001, 50001).
- Proven experience in leading QHSE management systems and delivering successful certification audits.
- Demonstrated track record of managing teams and implementing large-scale safety and quality programs.
