Job Description
Roles & Responsibilities
Key Responsibilities
- Proposal Management: Lead the entire proposal lifecycle, from understanding the client's Request for Proposal (RFP) to the final submission, ensuring technical and commercial completeness and accuracy.
- Cost Estimation:Develop detailed, competitive cost estimates for mechanical components, piping, equipment, and structural works, performing quantity take-offs and managing Bills of Quantities (BOQs).
- Vendor and Subcontractor Management: Solicit, evaluate, and negotiate bids from vendors and subcontractors to secure the best prices and ensure project cost-effectiveness.
- Interdepartmental Coordination: Liaise and coordinate with internal teams (engineering, procurement, project management) and external stakeholders (clients, vendors) to gather necessary information and ensure cohesive project planning.
- Data Analysis: Analyze historical cost data and market trends to develop improved pricing strategies, maintain cost databases, and identify cost-saving opportunities.
- Risk and Opportunity Assessment: Identify potential risks and opportunities during the estimation and pricing stages of projects to contribute to more robust bids.
- Documentation and Reporting: Prepare comprehensive technical and commercial proposals and cost reports and provide recommendations to management and clients.
Desired Candidate Profile
- Education: A bachelor's degree in engineering or a related field is typically required.
- Experience: minimum 20 years of relevant experience in cost estimation within the Oil & Gas/EPC industry.
- Technical Skills: Proficiency in reading and interpreting engineering documents, drawings, and specifications.
- Analytical Skills: Strong ability to analyze data, perform cost analyses, and assess risks.
- Leadership & Communication: Excellent communication, interpersonal, and leadership skills to manage teams and effectively interact with clients and stakeholders.
- Market Knowledge: Familiarity with relevant codes (e.g., DEP's) and standards is a significant advantage.
