Job Description
Roles & Responsibilities
We look forward to hire " Proposal Engineer" to support one of our Business Field, which specializes in Asset Integrity and Risk Assessment Services. The selected candidate will play a key role in drafting technical and commercial proposals, coordinating with technical teams, and handling client communications, particularly within the oil & gas and industrial sectors.
Position Title: Proposal Engineer
Location: Al-Khobar Office
Education:
- Bachelor's degree in mechanical engineering, Chemical Engineering, or a related discipline.
- A postgraduate qualification (e.g., PMP certification) is a plus.
Experience:
- Minimum 3–5 years of experience in proposal engineering or technical sales in the Oil & Gas, Petrochemical, or Industrial sector.
- Proven experience in preparing technical and commercial proposals for services related to:
- Asset Integrity & Risk-Based Inspection (RBI)
- Corrosion Management
- Risk Studies (HAZOP, HAZID, QRA, etc.)
- Environmental& HSE Consulting
Key Responsibilities:
- Review client RFQs and SOWs to understand project requirements.
- Coordinate with technical teams to collect inputs for proposal preparation.
- Draft and compile technical and commercial proposals aligned with client expectations.
- Prepare prequalification documents and capability statements.
- Participate in technical clarifications and discussions with clients.
- Maintain proposal documentation, trackers, and submission records.
- Support in market intelligence, pipeline reporting, and business development activities as required.
Technical Skills:
- Good understanding of Asset Integrity Management (AIM), PSM systems, and RBI methodologies.
- Familiar with key industry standards and codes (e.g., API 580/581, ISO 55000, OSHA PSM, etc.).
- Knowledge of environmental and HSE standards and regulatory frameworks.
- Ability to review and interpret scope of work (SOW), RFQs, and technical specifications.
- Strong technical writing and proposal structuring skills.
Commercial & Proposal Skills:
- Experience in coordinating multi-disciplinary technical inputs for proposal development.
- Ability to prepare cost estimations, pricing strategies, and commercial proposals.
- Skilled in managing proposal timelines, compliance matrices, and bid submission requirements.
- Familiarity with public and private tendering platforms (e.g., SAP Ariba, Oracle, Etimad, etc.).
Communication & Interpersonal:
- Strong verbal and written communication skills in English (Arabic is a plus).
- Capable of communicating effectively with internal stakeholders and clients.
- Proactive, organized, and detail oriented.
- Strong presentation and negotiation skills are an advantage.
Tools & Software:
- Proficient in Microsoft Office (Word, Excel, PowerPoint).
- Experience with proposal management tools and ERP systems is preferred.
