Roles & Responsibilities

Responsibilities

  • Directs, coordinates, and performs property control activities to ensure the ongoing accountability of government and company-owned property in accordance with applicable Department of Defense, Department of the Army, Federal and Corporate regulations and policies.
  • Manages, accounts for and controls Government Furnished nonexpendable and expendable materials governed by Department of Defense, Department of the Army and Federal Acquisition Regulations (FAR) Part 45 and Part 52.245-1 Government Furnished equipment.
  • Reports to the TLSF Manager.

Key Responsibilities

  • Property Book Administrator (PBA) for OMDAC-SWACA Government Furnished Property (GFP).
  • Responsible for the management and supervision of a wide variety of functions related to broad functional area.
  • Responsible for property accountability, inventory management, catalog management, equipment management, financial management, disposal management and maintenance management.
  • Manages expendable property and non-expendable property in support of the Kuwait, Qatar, Iraq, or as directed.
  • Supervises the Property Book Management functions for OMDAC-SWACA located in Kuwait, Iraq, Qatar and other remote areas throughout the theater.
  • Locations are scattered throughout the Area of Operations within each country.
  • Responsible for all leadership issues in the work center, specifically the communication of mission updates, priorities, and information.
  • Develops, integrates, and executes life cycle policy for the acquisition, accounting, cataloging, and management of all property used in support of OMDAC-SWACA.
  • Establishes property accountability policies through interpretation and implementation of directives from higher authority.
  • Establishes utilization criteria and standards to effectively determine current and future equipment requirements.
  • Interprets the federal, DoD and Army policy for appropriate application as it relates to property accountability.
  • Conducts research into complex problems, assimilates data, reaches conclusion, and implements improvements to mission program.
  • Establishes and maintains formal accounting records and accounts.
  • Supervises the establishment and maintenance of Sub-hand Receipt at the Site Lead or Site Manager level.
  • Manages and supervises an annual 100% physical inventory and at a minimum 10% monthly inventory.
  • Supervises and manages the correct authorization, requisitioning, receipt and issue of property book equipment.
  • Reports property record discrepancies and adjusts property records in accordance with Army/DoD/Federal and NETCOM policy.
  • Manages, supervises and prepares Loss of GFP reports for relief of liability.
  • Establishes and implements proper policy for storage of property held in inventory in support of property book management operations.
  • Maintains and manages an expendable and non-expendable document register and property book documentation.
  • Maintains cost data for requisitioning of supplies and equipment (expendable and non-expendable).
  • Responsible for administrative management within the workforce to include personnel matters, performance counseling's and general report management.
  • Responsible for advising the TLSF Manager on all personnel actions, to include hiring, counseling's and potential termination.
  • Represents the Program at meetings and conferences where matters relating to property management, equipment management, accountability, logistics systems, etc. as required.
  • Provides fully substantiated recommendations for new/revised procedures.
  • Implements prescribed internal controls and supplements them where necessary to accommodate local operating conditions.
  • Prepares and conducts training in the areas of property acquisition, property accountability, personal property disposal, equipment management and authorization management.
  • Familiar with ISO 9PHONE_NUMBER requirements
  • Performs other duties and assignments as required.

Desired Candidate Profile

Qualifications

  • Security Clearance: Ability to obtain a National Agency Check with Inquires (NACI) to obtain a Common Access Card (CAC).
  • Education: High school diploma required. Two years college or equivalent experience preferred.
  • Experience: A Minimum of seven (7) years' of experience in the management of government property in accordance with Department of Defense, Department of the Army and Federal Acquisition Regulation (FAR).
  • Experience with a customer service-oriented company.
  • Other Requirements: Must be able to obtain a DoD and local Driver License, and a forklift license rated at 4 tons.

Desired Experience:

  • Five (5) years' of specialized experience in progressively responsible positions in the Department of Defense (DOD) encompassing the following: Understanding of operational planning, logistics, data collection and analysis, information control techniques, and a broad knowledge of the organization and functions of a variety of supply, maintenance, telecommunications and training functions, military equipment, and automated systems.
  • Knowledge of government programs, policies, work methods, and manuals.
