Position Objective:

To serve as a Program Manager for cloud, core data, voice, control, NMS, and VAS projects for a large telecom operator as a consultant, planning, leading, and delivering projects aligned with strategic goals.

Job Description and Responsibilities:

• Leads delivery of cloud and core projects, coordinating with teams and STC stakeholders to meet objectives.
• Guides project portfolio integration and process optimization to align with project requirements.
• Provides technical consultation to ensure projects meet performance and quality standards.
• Manages stakeholder communication and coordination for transparency and optimized delivery.
• Develops and monitors project plans, tracks KPIs, and implements corrective actions with design support.
• Directs implementation of cloud infrastructure (hypervisor, VIM, CISM, VNFMs, CNFMs, NFVO, DC SDN, WAN solutions, load balancers, firewalls).
• Ensures implementation of core data, voice, control, and VAS projects (5G Core, EPC, IMS, UDC, DRA/DEA/STP/ISTP, MSC/MGW, IPX, Wi-Fi Core, DPI, LBS, VAS services, consolidation platforms).
• Leads Network Management System (NMS) implementation for access, transport, and core networks.
• Oversees Management and Orchestration (MANO) deployment, aligning with VNFMs and NFVO standards.
• Manages integration of Virtual Network Functions (VNFs) and Containerized Network Functions (CNFs) for seamless handover to Infrastructure Operations.
• Reviews network design to integrate systems, establish performance metrics, and recommend improvements.
• Approves Plan of Deliverables (POD), oversees Provisional Acceptance Testing (PAT), and manages Statements of Work (SoWs) and Method of Procedure (MoP) submissions for compliance and integrity.
• Conducts risk assessment, contingency planning, and monitors advancements in core and cloud technologies.
• Manages project reporting (weekly, GM/VP, executive) and financial oversight (CAPEX, OPEX).
• Oversees project closeout, including OILs clearance, and records lessons learned for team development.

Qualifications and Experience:

• Minimum 15 years of experience, including 5 years as a Program Manager, program lead for Telco Cloud Implementation.
• Master s or bachelor s degree in Telecom, Electrical, or Computer Engineering from a reputed university.
• Valid PMP or PgMP certification required.
• Techno-functional role requiring expertise in core telecom technologies (e.g., 5G Core, EPC, IMS, UDC, DRA/DEA/STP/ISTP, MSC/MGW, IPX, Wi-Fi Core, DPI, LBS, VAS services, consolidation platforms) and cloud infrastructure (e.g., hypervisor, VIM, CISM, VNFMs, CNFMs, NFVO, DC SDN, WAN solutions, load balancers, firewalls).
• Knowledge of Network Management Systems (NMS) and Management and Orchestration (MANO) frameworks.
• Strong program management skills, including strategic planning, resource management, stakeholder engagement, change management, and cross-functional team leadership.
• Ability to lead technical and administrative aspects of initiatives effectively, balancing technical expertise with project governance.
• Excellent communication (written, oral, listening), leadership, negotiation, presentation, coaching, and mentoring skills.
• Industry-recognized certifications in telecom, cloud, or project management (e.g., CCNA, AWS, PRINCE2) desirable.
• Strong command of both English and Arabic languages (both written and spoken).
