Job Description

Roles & Responsibilities

The Program Director provides executive leadership, providing hands-on approach, and direction for complex defense programs, with a specific focus on Military Vessels as well as Ammunition and Missile management. The incumbent is accountable for ensuring that programs are delivered in alignment with contractual, regulatory, and operational requirements, on time and within budget. This role requires close collaboration with military stakeholders, Government agencies, shipyards, munitions suppliers, while leading a team of Project Managers & support staff.

Core Accountabilities

•Lead and direct multiple Programs and associated Ammunition & Missile systems across multiple countries.

•Align program objectives with contractual obligations, and operational readiness goals.

•Establish long-term program strategies, milestones, and capability delivery schedules.

•Manage a team of Project Managers and support staff covering several defense projects across multiple countries.

•Set Objectives and Monthly Targets, and hold their team accountable.

•Foster a culture of accountability, innovation, and continuous improvement.

•Develop and maintain the Enterprise SAP and Microsoft Project for your Projects.

•Oversee development of detailed master program plans, integrating naval engineering, shipbuilding, and munitions supply chain elements.

•Determine resourcing needs, cost estimates, and timelines to achieve program milestones and contractual obligations.

•Ensure all naval and munitions projects are executed in compliance with defense regulations, ITAR, and NATO standards.

•Maintain a constant communication and visibility of project progress across the key stakeholders.

•Identify and escalate project risks and issues, drive communication for decision points and mitigation/resolution between cross functional teams.

•Meet budgetary objectives, make adjustments to project constraints based on financial reviews.

Supporting Accountabilities

•Lead contract negotiations with shipbuilders, weapons manufacturers and customers to secure favorable terms and delivery schedules.

•Develop cost-reduction strategies across shipbuilding, maintenance, and munitions procurement.

•Oversee supply chain resilience for both naval systems and ammunition & missile inventory.

•Direct preparation of executive reports for corporate leadership and key stakeholders.

Desired Candidate Profile

Minimum 15 years’ experience in large-scale defense program management, including naval shipbuilding or sustainment.

•Direct experience with Ammunition and Missile systems lifecycle management.

•Proven track record delivering complex, multi-country defense projects on budget and on schedule.

•Strong knowledge of Defense Regulatory compliance (ITAR, NATO, IMO).

•Executive-level stakeholder engagement skills with senior military and government officials.

•Demonstrated leadership of multidisciplinary teams in high-security environments.

Masters degree in Engineering, Business, Project Management, or related field; Master’s preferred.

•Professional Certification mandatory. (e.g. PMI, PMP, APM).

Effective communication, including writing, speaking and interpersonal communication.

•Understanding of supply chain challenges, including common obstacles and effective solutions.

•Good working knowledge of the Defense goods industry, shipment of sensitive & hazardous items

•Fluent in both Arabic and English language.
