Job Description

Roles & Responsibilities

Key Responsibilities

Procurement & Sourcing

  • Develop and implement procurement strategies aligned with plant O&M needs and budgets.
  • Identify, evaluate, and manage suppliers for spare parts, consumables, chemicals, equipment, and services.
  • Prepare and issue RFQs, RFPs, and tender documents; evaluate bids and recommend suppliers.
  • Negotiate contracts, pricing, and service agreements to secure cost savings and favorable terms.
  • Ensure availability of critical spare parts and consumables to avoid operational downtime.

Contract & Supplier Management

  • Manage vendor relationships, performance, and compliance with contractual obligations.
  • Maintain an approved vendor list and conduct regular supplier audits.
  • Monitor and evaluate supplier delivery, quality, and responsiveness.
  • Coordinate with legal and finance departments to finalize procurement contracts.

Operational Support

  • Collaborate with O&M, maintenance, and warehouse teams to forecast demand and manage stock levels.
  • Oversee the procurement of specialized chemicals and ensure compliance with safety and environmental regulations.
  • Ensure all procurement activities comply with company policies, industry standards, and statutory requirements.
  • Support emergency procurement needs to ensure uninterrupted plant operations.

Financial & Reporting

  • Monitor procurement budgets and provide regular cost analysis and savings reports.
  • Implement cost-control measures and optimize procurement cycles.
  • Maintain accurate procurement records, contracts, and supplier databases.
  • Report regularly to management on procurement KPIs, risks, and opportunities.

Desired Candidate Profile

  • Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or related discipline (Master’s preferred).
  • Minimum 8–10 years of procurement experience, with at least 3 years in a managerial role within utilities, desalination, power, or industrial O&M.
  • Strong knowledge of procurement processes, contracts, and supplier management.
  • Experience in procuring technical materials, chemicals, and spare parts for SWRO or water treatment plants preferred.
  • Familiarity with ERP systems (SAP, Oracle, or similar).
  • Professional certifications (CIPS, CPSM, or equivalent) highly desirable.
