Job Description

Roles & Responsibilities

Key Responsibilities:

  • Add new items to the electronic procurement system, update pricing based on market conditions, and follow up on approvals from technical departments, budgeting, and warehouses until final electronic approval.
  • Prepare tender documents, technical specifications, and scopes of work in coordination with relevant departments and designated committees.
  • Communicate with registered suppliers and support the registration of new suppliers to enhance competition and transparency. Oversee the supplier registry system and review legal documentation to determine supplier eligibility.
  • Receive bids and proposals in accordance with regulatory requirements and forward them for technical evaluation. Compare technical offers based on quality, price, timelines, and technical specifications.
  • Prepare committee minutes and consolidated evaluation sheets after technical and financial analysis to document results and identify the most suitable offers.
  • Issue purchase orders or award letters and coordinate contract review with the Legal Affairs Department.
  • Follow up with suppliers to ensure timely delivery and compliance with contract terms, maintaining smooth workflow and resolving any issues.
  • Attend all procurement committee meetings, document meeting minutes, and submit signed records to the Procurement Manager in accordance with committee mandates.
  • Follow up on suppliers financial claims with the Finance Department to ensure timely payment of dues. Coordinate post-delivery processes and handle delays or non-compliance with technical specifications.

Skills & Competencies:

Technical Skills

  • Technical and financial bid analysis (Offer Analysis).
  • Knowledge of public procurement and government contracting procedures.
  • Proficiency in ERP systems and electronic procurement platforms.

Soft Skills

  • Strong negotiation skills.
  • High integrity, transparency, and adherence to compliance standards.
  • Effective verbal and written communication.

Desired Candidate Profile

Qualifications:

  • Bachelor s degree in Commerce, Business Administration, Economics, or any relevant field.
  • Preferably certified in procurement, purchasing management, or government procurement training.
  • Good understanding of the Government Procurement Law (Law 182/2018) and its Executive Regulations.
  • Preferably experienced in using government electronic contracting platforms (Government Procurement Portal).
