Job Description
Roles & Responsibilities
Lead a team and build out Procurement and Contracts function for OTTCO, acting as single point of accountability for the development of contracts, procurement planning, end to end process including change orders ,vendor management, ICV planning, and warehouse management and planning, in alignment with OTTCO s Procurement strategy and plan with a focus on improving processes and performance; in order to achieve balanced forms of contract that protect the company and obtain supplier acceptance.
Main tasks and responsibilities
General
- Lead the contract cycle through pre-award up to the award.
- Manage the assembly and analysis of information from a variety of sources to enable informed decisions that can be made in procurement strategy, planning, and development of category plans.
- Lead the development of tender specifications and the development of vendors KPIs in alignment with different business functions requirements.
- Manage the tendering process in alignment with the organization's policy to ensure the right contracts are in place to deliver value to internal customers.
- Establish and drive strategic procurement of material and services in alignment with OTTCO s business requirements.
- Drive competitive material and category supply strategies to achieve the lowest total cost, reduced working capital via high growth sourcing and value engineering
- Work closely with the end-user to achieve the best techno-commercial contracts in a timely manner.
- Negotiate with vendors to realize the total economic value to the company considering quality, cost, and time.
- Lead the development and implementation of improved contractual documents through the alignment of stakeholders to achieve balanced forms of contract that protect the company and obtain supplier acceptance.
- Stakeholder management creating enhanced close working relationships with end-user departments.
- Close alignment with OQ s (shareholder) procurement strategy, continuous enhancement of procurement process and the Compliance with OIA guidelines. Liaise with the Value Partners, Shared Services, and other Centres of Excellence to provide seamless service delivery to customers.
- Support the management of contract disputes and claims to ensure fair and timely resolution with vendors. This includes escalation of disputes where needed with the support of legal.
- Establish and Review the Procurement plan with stakeholders for effective demand management by identifying synergies and sequencing priorities.
- Establish and implement a clear responsibility matrix between the Contracts and Procurement department and the different business functions, to form a basis of the services provided by the department (SLA)
- Improve the pre/post-award process.
- Prepare and present comprehensive monthly performance reports to senior management with key metrics to support strategic decision-making.Oversee indirect responsibility for warehouse management and planning through a reporting Supervisor.
- Lead the development of OTTCO s annual procurement plan
- Support the development of OTTCO s annual ICV plan based on procurement planning and in line with the group policies and annual agreed KPIs.
- Leading, coaching, mentoring, and developing the Procurement & Contract team to ensure optimal performance and effective succession planning.
- Lead & contribute to the development and implementation of departmental policies, systems, processes, procedures, and controls, and continuously identify and recommend improvements while ensuring compliance with the group guidelines, international/local standards, and relevant legislation.
- Drive continuous improvement initiatives by applying Lean methodologies to streamline contract lifecycle processes and reduce waste.
- Identify and implement cost optimization opportunities across the procurement and contract management cycle.
Change Order
- Report on contract specific indicators and KPI s to relevant stakeholders within the procurement function, upstream, downstream functions.
- Maintains a list of good and poor performing contractors and Vendors based on contract performance reviews.
Vendor Evaluation
- Advice on vendor selection and approval for pre-award activities.
- Develop and manage Supplier Relationship Management (SRM) program for key vendors.
- Lead contract compliance for Operations contracts including the monitoring of SLAs with vendors and ensure contractual obligations are met.
- Support stakeholders by giving advice on claims related with vendors for early resolution
- Troubleshoot all vendor problems and present to management as required.
- Lead the insurance certificate for Operation Contracts,
- Lead the performance bond management related to Operation Contracts

External : Staffing specialized Contractors, Vendors & Suppliers
Notable Working Conditions. Office environment, intensive computer screen use, sporadic visits to the operation site, international traveling when possible and needed.
Desired Candidate Profile
Minimum qualification is a bachelor s degree in engineering, Supply Chain, Production Operations Management, or equivalent. Professional Certification such as CIPS is added advantage.
Excellent knowledge of written, read, and spoken English (required)
Background and experience
Competencies and skills
- 10+ years of experiance
- Oil and Gas / Energy industry experience essential (including upstream and downstream exposure).
- Procurement, inventory, supply chain qualifications are an added advantage.
- Preferred knowledge in category expertise such as Chemical, catalyst, plant Utilities, Additives but not mandatory
Soft:
- Strong communication and negotiation skills
- Strong management and leadership skills
- Forward strategic thinking in market analysis and transform data into sourcing plans
- Excellent business development skills
- Excellent technical report writing skills
Technical:
- Very good knowledge in using Microsoft Suites and SAP ERP
- Deep understanding of tender law and tender procedures, including OIA guidelines
- Ability to plan, execute and deliver high complex contracts.
- Strong client and supplier relationship management
- Strong understanding of warehouse planning and supply chain operations.
- Demonstrated experience in applying Lean principles to improve procurement and contract processes.
- Proven ability to deliver cost savings through strategic sourcing and contract optimization.
