Job Description
Roles & Responsibilities
HSE
- Adhere to COMPANY HSE policy, it contributes to meeting the HSE objectives of the E&C.
- Participate in the preparations of the offshore construction activities with the Project Team:
- To plan the works in accordance with prioritization agreed with the Construction Lead, based on emergency, safety, production and future development critical needs.
- To participate in the risk analysis is required for good performance of the work.
- To participate in detailed design reviews with the Engineering Department of E&C to ensure the constructability and hook ability aspects of the works.
- To check the constructability aspects of the deliverables (Work packs) provided by the Engineering.
- To participate in HAZID s and Risk Assessments when required.
- Ensures the Job Safety Analyses are prepared timely for validation by the OIM
- Participates in Construction Kick Off and preparation meetings.
- Participates in and contributes to meetings and workshops related to preparation as required.
- To assist FOP with preparation of isolation plans and related material requirements.
- To coordinate production & approval of lifting plans.
- Ensures required procedures are prepared and available prior to starting the works offshore.
- Identify requirements for external services and coordinate the mobilization with onshore Construction Coordinators.
- Preparing the Permit to Work.
- Organizes site surveys as required for the preparation of the work.
- Ensures equipment, materials, consumables and spares are defined / identified in the Work Orders. Tracks their availability status with the assistance of the Material Coordinator.
- Ensures mobilization of materials, equipment and personnel is achieved as per plan.
- Provides support to the Project Engineers and/or Construction Coordinators with the preparation of construction plans.
- Inputs to the Level 4 schedule inclusive of the mobilization and demobilization of all offshore personnel, materials and equipment.
- Provides input and participates as required in 5 years to 4-month campaign planning cycle including development of work lists.
- Ensures that manpower and accommodation requirements (labor, supervision, contractors and equipment specialists) are forecast and implemented.
- Conducts daily safety tours, toolbox talk audits and ensures all safety issues are reported through site management in a timely manner.
- To manage the Permit to Works.
- Personally, leads offshore Construction Teams to ensure safe and timely implementation and execution.
- Reports progress daily and escalate blockers immediately to ensure critical path is maintained.
- To communicate on daily basis with the FOP entity offshore (OIM, OTL, ...) with regards to the works ongoing for E&C Construction activities.
- To ensure that the resources and organization from Contractor are adequate with regards to the workload.
- To review and sign-off contractors timesheets.
- To co-ordinate with QA leader for all quality matters. (Inc sign off of MC packages).
- To deliver a consistent dossier (pre-com/com dossiers, red-mark-up drawings, ...) to the E&C Commissioning Supervisor and/or Construction Engineer Coordinator for the offshore construction activities.
- To assist the offshore Commissioning Team as needed.
- To deliver the construction in the respect of the scope, quality and budget (man-hours) as planned by the Construction Lead.
- Compiles construction execution data and contributes to the project close-out report in conjunction with onshore-based Construction Coordinator and Project Engineers.
- To provide details for the as-built dossiers with Contractors/Subcontractors input from Offshore Construction Team.
- To provide feedback on cost realization of the projects.
- Participate in the Lessons Learned review meeting with stakeholders.
- Ensures Work Orders are closed.
- Archives the construction preparation documentation for future reference.
- To contribute to the close out dossier at the end of the project, as well as to participate in REX and Lessons learned for the Company.
Desired Candidate Profile
Relevant technical and industry experience in Oil and Gas operations, relevant trade qualification or International certificate or high Diploma/degree or equivalent to a related field with a minimum of 15 years experience in Offshore Oil and Gas Industry.
Advanced skills and knowledge of Campaign/Shutdown Management techniques preferably in the petrochemical, refining, Oil & Gas exploration and / or production industries.
Awareness / basic use of planning software tools i.e. Primavera P6, MS Project.
Ability to interpret and review P&IDs, isometrics, vessel GA drawings, and offshore piping layouts
Excellent planning, organizational and communication skills required.
Solid leadership skills and ability to work in a multi-disciplined and multi-cultural environment.
Fluent in English (listening, writing and speaking) and its technical vocabulary.
Self-starter and able to work with minimal supervision.
Software: MS office, SAP, EDMS, etc.
Offshore safety certifications (BOSIET, H2S, T-BOSIET).
Medically fit to work on offshore oil & gas installations.
Strong commitment to safety and quality assurance.
