Lebanon s healthcare system continues to face immense strain from prolonged economic instability and the cumulative impact of recurring emergencies. Limited resources, shortages of essential medical supplies, and under-resourced facilities have disrupted the delivery of maternal and newborn health services across the country. Women and newborns, particularly in underserved areas, remain at heightened risk due to constrained access to safe deliveries, neonatal care, and postnatal support.

In this context, UNICEF is working with national and international partners to strengthen maternal and newborn health services, ensuring continuity of care and safeguarding the most vulnerable. To support these efforts, UNICEF is seeking a Maternal and Newborn Health Consultant who will provide targeted technical and coordination support to enhance service delivery, strengthen referral pathways, and ensure that women and newborns receive the quality care they urgently need.

Scope of Work:

The consultant will provide specialized support to strengthen maternal and newborn health interventions in Leba-non. Acting as a liaison between UNICEF, government counterparts, hospitals, and NGO partners, the consultant will facilitate effective coordination and delivery of life-saving services.

Key areas of work will include:

  • Supporting the implementation of Kangaroo Mother Care in 11 UNICEF supported hospitals, ensuring facilities are equipped, functional, and providing quality care to women and newborns.
  • Support the organization of KMC workshops and introduction of KMC score cards and developing M&E framework
  • Reviewing and validating hospital bills submitted through the Ministry of Public Health under the life-saving programme.
  • Overseeing the distribution of newborn baby boxes, ensuring they reach intended beneficiaries, particularly NICU-discharged children.
  • Collect and track essential Newborn care indicators from Governmental Hospital NICUs
  • Track and report Newborn care medication and essential equipment stockouts in governmental hospitals to understand existing gaps.

Through these tasks, the consultant will contribute to safeguarding maternal and newborn health, ensuring that essential services remain accessible and effective despite ongoing challenges.



Desired Candidate Profile

Minimum requirements:

  • Education: Master's degree in public health, global health, or any other related areas in health.
  • Work Experience: Public Health professional with a minimum of 5 years of proven professional experience in managing health projects, including providing technical assistance and leadership in monitoring implementation, generating reports, and engaging with various stakeholders.
  • Familiarity with the national public health and humanitarian systems in Lebanon is essential, including hospitals and PHCCs structure, services, along with strong communication and coordination skills.
  • Proficiency in healthcare digital tools, with expertise in data analysis and visualization. Previous experience working with the Ministry of Public Health is required.
  • Strong understanding of Lebanon s public healthcare system.
  • Demonstrated ability to review, assess, and process large volumes of data and synthesize it for reporting and decision-making purposes.
  • Fluency in both Arabic and English is essential.
  • Excellent written and verbal communication skills, with the ability to convey complex information clearly and effectively.
  • Team player, with experience working in diverse and collaborative environments.

Knowledge of United Nations processes, particularly UNICEF s, is an asset.
