Job Description

Roles & Responsibilities

Serve as the Power Plant Supervisor for operations and maintenance, it covers the respective systems listed in SOW, PWS, WI, Appendices, T.E. s, ensures related tasks are accomplished and client interface.

Report to the Power Generation Manager about all special occurrences such as emergency outages and corrective actions taken to maintain service.

Responsible for reviewing and issuing switching programs, permits to work, sanction to test, limitation of access, and LOTO / Lockout Tag out to equipment scheduled for maintenance in written and verbal instructions.

Responsible for ensuring Power Plant personnel adhere to the detailed LOTO procedures as outlined in the switching program, permit to work, sanction to test, limitation of access, and the Lockout/Tagout (LOTO) Program.

Control and distribute electrical power through the power plant and primary distribution system and operate the central switchboard to actuate remotely controlled circuit breakers, transformers, and switches to regulate and maintain proper voltage on the distribution lines.

Ensuring the Power Plant SCADA (Synchronization system or PLC control system) and Power Plant Control/ Monitoring system to maintain demand load and ensure uninterrupted power.

Observe operation of relays on feeders and remote operation of numerous substations, detect indications of deteriorating conditions, and ensure that equipment is operating within safe limits.

Utilize judgment in interpreting guidelines such as load shedding priority schedule, operating criteria of equipment, schematics, and wiring diagrams.

When malfunctions occur, determine, and take actions to isolate and bypass the fault to maintain service or take actions to shed low priority loads when full service cannot be maintained. Inform high voltage electricians of the location of failure, cause, repairs needed and ensure that circuits are open and tagged before work is started.

Plan operating programs, develop standard schedules for operating and maintenance activities, and make periodic inspections of the power plant and camp facilities to ensure smooth functioning.

Monitors the distribution of electric power to various distribution points.

Operates switchboard controls to adjust controlled circuit breakers, transformers, and switches to regulate and maintain proper voltage on the distribution lines and at the power generation plant.

Bring Generators online, parallel generators, and bring generators offline.

Report abnormal operating conditions and reroute power through alternate feeders to user areas in case of emergency cutouts or extensive scheduled repair.

Notifies repair crews of the location of failure and assure that circuits are open and tagged before work is started.

Keeps an hourly log of meter readings and records shutdowns, connection and disconnection of circuits, and similar occurrences.

Maintain close relationships with Military Prime Power Group to ensure all their requirements are fully met in accordance with the contractual requirements.

Represent VGS during weekly conference calls, negotiations, and other meetings in the field and be able to speak authoritatively while recognizing the limitations of your own professional knowledge and credentials.

Maintain constant awareness of available resources including personnel, space, equipment, and funding.

Plan and coordinate with the Power Generation Manager the storage, transport and procurement of equipment and supplies required for execution at the site.

Take direct charge of working operations of the power plant in special situations such as major equipment breakdowns, operating emergencies, or during installation of new equipment systems. Report on findings to the Power Generation Manager.

Abide by and adhere to all requirements in General Order #1 in conformity with US military standards and practices.

Ensure all credentials and training are up-to-date with all Power Plant Personnel.

Follow all Versar Global Solutions standard policies and practices.

Other duties as determined.

Perform all tasks associated with the safe and correct operation of the Safety and Quality program as directed by management, regulations, policies, Instructions, and the Performance Work Statement.

Desired Candidate Profile

Must have computer skills and be able to operate a variety of computer programs.

  • Must be able to speak, read and write English fluently
  • Must maintain a valid driver s license from their home country with validity for 12 months from on-site employment date.
  • Must maintain a valid passport from their home country with validity for 12 months from on-site employment date
  • Must satisfy and maintain CENTCOM MOD-18 medical requirements to include COVID-19 vaccinations
  • Must be able to gain and maintain authorized entry onto US military installations.

Additional Required Qualifications

  • Experience in medium to large scale O&M prime power diesel gensets (50-60 Liter engines).
  • Experienced in managing technical staff, inspectors, and support personnel.
  • Experienced working in international work environments with expatriate or US military.
  • Proactive nature and strong interpersonal skills in collaborating, communicating, and working with (1) Other senior supervisors/managers and staff (to include Home Office management team), (2) Local and International subcontractors; (3) Army Corps of Engineers military representatives; and (4) Local officials as required.
  • Experience in developing and implementing quality assurance program for O&M Services.
  • Knowledge of Safety and quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques.
  • Knowledge of the relationship of quality assurance and Safety to other activities such as contract administration, engineering, supply
  • Experience in developing and implementing Safety and occupational health program for prime power O&M Services
  • Experience in recurring assignments to control or eliminate unsafe physical conditions, equipment and machine hazards, and risks in human performance which may cause injury to people or damage to property.
  • 5-10 years as plant Supervisor
