Job Overview

Position
Local Human Resources Engineer

Location: Baghdad and/or project sites (as assigned)

Reporting to: HR & Administration Manager

Employment type: Full time, local contract
Key Responsibilities
Key Responsibilities

Human Resources Operations

Manage the full employee life cycle for local staff (recruitment, onboarding, contracts, attendance, exits, records).

Implement and improve HR policies and procedures in line with company standards and Iraqi labour law.

Visa & Residency Management

Handle work visas, residency permits and invitation letters for Chinese and third country employees; ensure timely renewals and legal compliance.

Social Insurance & Individual Income Tax

Register and maintain local social insurance schemes; prepare and file monthly payroll tax returns; monitor compliance risks.

Travel & Ticketing

Plan and book international and domestic flights, control travel costs and maintain an accurate travel ledger.

Stakeholder Liaison

Serve as the interface between headquarters, project teams, government authorities and external service providers.

Address employee enquiries and grievances, fostering a positive working environment.
Required Qualifications & Skills

Education
Diploma or higher in Human Resources, Business Administration, Law or related field
Work Experience
Minimum 2 years in HR, administration or government affairs in Iraq; solid knowledge of Iraqi labour, visa and tax regulations
Languages
Fluent Arabic and either English or Chinese (Mandarin)
IT Skills
Proficient in MS Office; capable of preparing HR analytics and reports
Soft Skills
Strong learning agility and curiosity
High stress tolerance; able to perform under pressure
Innovative mindset; willing to propose and implement improvements
Excellent communication and coordination abilities
Age
30 years old or below (due to succession planning needs)
Preferred
Experience in construction or multinational companies
