Job Description
Roles & Responsibilities
We are looking for a dynamic, competent and highly professional LEGAL MANAGER to join the Legal Affairs Department at HUIR. He/she will be responsible for ensuring the legal security of the Hospital's activities, advising management on legal issues, preventing litigation and defending the interests of HUIR in all areas of applicable law (health, liability, labor law, public procurement, etc.).
Your main missions will be based around the following areas:
Provide legal advice:
- Respond to consultations on issues of hospital law, health law, public law, contract law, etc.
- Draft legal notes and ensure regulatory compliance of the Hospital's projects.
Contracts and agreements:
- Ensure compliance with contractual obligations and opportunities.
Dispute management:
- Monitor legal and administrative procedures (medical disputes, suppliers, patients, staff).
- Coordinate actions with lawyers, experts, insurers.
- Represent the Hospital before the courts.
Partnership and strategic projects:
- Provide legal support for merger, acquisition, expansion or digitalization projects.
- Participate in negotiations with investors or technical/financial partners.
Compliance, ethics and regulations:
- Ensure that the Hospital's practices comply with legislation (health, work, taxation, security, etc.).
- Promote professional ethics across all departments.
- Implement a compliance policy (procedures, audits, declarations).
Protection of patients' rights:
- Ensure compliance with medical confidentiality, informed consent and data confidentiality.
- Respond to patient complaints related to the quality of care or fundamental rights.
Labor Law and HR Management (in support of the Human Capital Department):
- Advise on disciplinary matters, dismissals, and social disputes.
- Ensure compliance of internal regulations and HR practices with the Labor Code.
Legal risk management:
- Identify and analyze legal risks in the Hospital.
- Implement corrective and preventive actions (audit, internal guide, etc.).
- Manage medical liability files (nosocomial infections, errors, accidents, etc.).
Legal and documentary monitoring:
- Follow the evolution of Moroccan law (health, tax, social, commercial, etc.).
- Update internal documentation and disseminate new legal notices.
Coordination with authorities:
- Interact with the Ministry of Health, the CNDP (for data), the Tax Administration or the CNSS.
- Conduct inspections, regulatory audits or reports to supervisory authorities.
Desired Candidate Profile
Education: Bac +5 Master in law.
Experience: 5 years in a similar position.
