Job Description

Roles & Responsibilities

1. Legal Advisor

  • Lead legal advisory for PPP projects including drafting bidding and legal agreements.
  • Conduct legal due diligence, risk analysis, and regulatory assessments.
  • Support PPP procurement, evaluation, negotiation, and contract finalization.
  • Provide ongoing contractual and legal support to the PPP team.
  • Prepare reports and present recommendations to the Authority.

2. Senior Planning Expert

  • Lead schedule planning for large-scale infrastructure and building programs.
  • Manage and coach the planning team; develop planning systems and tools.
  • Analyze performance, prepare reports, and advise senior management.
  • Coordinate with stakeholders to align master programs and staffing plans.
  • Represent Projects Affairs in internal and external forums.

Desired Candidate Profile

1. Legal Advisor·

  • Master’s degree in a relevant field.
  • · Highly desirable to have Chartership, Licensed or Professional Certification obtained from internationally recognized professional institutions or organizations.
  • Highly desirable to have Arabic language skills.
  • · Highly desirable to have experience in Qatar and/or the Gulf region.
  • 15+ years legal experience, with 7+ years in PPP transaction advisory.
  • Strong knowledge of PPP procedures, sector, and environmental regulations.
  • Excellent communication and negotiation skills.
  • Master’s degree, professional certification, Arabic skills, and Gulf experience preferred.

2. Senior Planning Expert

  • Degree in Engineering, Project/Programme/Contract/Commercial Management or equivalent (WHED recognized).
  • 20+ years relevant experience, with 10+ years in senior planning roles on large infrastructure projects.
  • International or Qatar experience required.
  • Expertise in advanced scheduling tools and project delivery strategies.
  • Excellent Arabic and English communication skills.
  • PMP/SP certification, Master’s degree, and Gulf experience preferred.
