Role Summary
Parsons Corporation is seeking a qualified Instrumentation Control and Automation SCADA Engineer to support the design and integration of industrial automation systems across major infrastructure projects in Dubai. This role involves developing ICA/SCADA solutions for water, wastewater, transport, and smart city facilities. The ideal candidate will have hands-on experience in PLC programming, SCADA system design, and compliance with local authority standards.

Position Overview
You will contribute to the planning, development, and delivery of SCADA and ICA systems in large-scale utility and infrastructure works. This includes automation system architecture design, documentation, and integration with digital platforms and smart networks.

Core Duties

* Perform ICA/SCADA design for projects such as water treatment plants, pump stations, and utility networks
* Design PLC, HMI, and DCS control systems including wiring diagrams, control logic, and network configuration
* Create functional design specs and P&IDs for instrumentation systems
* Review vendor documents, shop drawings, and method statements for automation packages
* Ensure system compliance with IEC, ISO, and Dubai regulatory authorities such as DEWA, RTA, and DM
* Coordinate with cross-functional design and CAD teams using AutoCAD and Revit
* Oversee integration of ELV systems such as public Wi-Fi, security networks, PA/BGM systems
* Provide support during construction, testing, and commissioning phases

Candidate Requirements

* Bachelor s degree in Electronics and Instrumentation or Electrical and Electronics Engineering
* Minimum 5 years of professional experience in ICA/SCADA design and integration
* Proficiency in PLC and SCADA programming platforms (e.g., Siemens, Rockwell, Schneider)
* Solid understanding of control systems, cybersecurity standards, and field instrumentation
* Familiarity with local codes and authority submission procedures (DEWA, RTA, Dubai Municipality)
* Experience with CAD tools and digital delivery workflows
* Excellent communication, documentation, and coordination skills

Preferred Qualifications

* Master s degree or certifications in SCADA systems, automation, or control engineering
* Experience in fiber optic networks, HAZOP studies, or industrial ICT network design
* DM or RTA approval is an advantage
* Strong familiarity with safety-integrated systems and energy monitoring solutions
