Job Description

Roles & Responsibilities

UNICEF works in over 190 countries and territories to save children s lives, defend their rights, and help them fulfill their potential, from early childhood through adolescence.

In alignment with UNICEF s Global Programming Guidance on the Prevention of Overweight and Obesity in Children and Adolescents, a comprehensive landscape analysis will be conducted to better understand the scale, causes, and policy environment surrounding childhood obesity in Lebanon. The findings will help identify evidence-based actions and policy priorities to effectively prevent overweight and obesity and promote healthier diets and lifestyles for children and adolescents.

Deliverable 1: Familiarization and preparation of the database

  • Inception meeting to discuss the assignment scope and objectives.
  • Review and familiarization with UNICEF s Global Programming Guidance on the Prevention of Overweight and Obesity in Children and Adolescents, and UNICEF s protocol and guide on how to conduct the landscape analysis.
  • Produce the final Lebanon-specific protocol and guide, which includes an adapted database to collect the relevant information/indicators for Lebanon.

Deliverable 2: Completion of stages 1-3 in the landscape analysis

Draft report outlining the situation and policy landscape in Lebanon by completing the methods set out in UNICEF s protocol and guide as follows:

  • Stage 1: Review of childhood overweight and obesity situation in Lebanon
  • Stage 2: Review of key risk factors for overweight and obesity in Lebanon
  • Stage 3: Review of policy, legislation, standards and programs that are in place to address overweight/obesity in Lebanon.

The tool includes a list of suggested indicators for each output area, along with potential interpretations and possible data sources to support in compilation of data.

Deliverable 3: Completion of stage 4 in the landscape analysis

  1. Identify gaps in the current policy environment and policy opportunities through key informant interviews (KII):
  • Identify and recruit interview participants (e.g., main stakeholders involved in the potential prevention of overweight and obesity in children including: key ministries and agencies in government, political actors (e.g. parliamentary committees), the private sector, academia, scientific/professional groups, consumer groups, food industry funded groups etc.
  • Develop the interview topic guide.
  • Conduct interviews with participants, including verbatim transcription and translation into English where necessary.
  • Analyze interview data to identify policy gaps, programmatic barriers, and potential opportunities.
  • Use interview themes and findings to help fill information gaps identified in Stages 1 3, where applicable.
  1. Develop a draft report outlining the situation and policy landscape including methodology (annex with interview guide) and annex with summary of finding from the KII

Deliverable 4: Completion of stage 5 in the landscape analysis

Organize and facilitate a stakeholder validation workshop aimed at building consensus around a set of priority policy actions and interventions to effectively prevent childhood overweight and obesity in Lebanon:

  • Prepare background materials, slides, list of participants, agenda, etc.
  • Present the preliminary results of the landscape analysis and highlight policy options.
  • Facilitate the participatory workshop to validate findings and prioritize actions
  • Document workshop outputs and areas of consensus via a workshop report.

Deliverable 5: Report write-up

  1. Triangulate findings from desk review, KIIs, and validation workshop to produce a comprehensive report, including clear policy recommendations.
  2. Produce an additional visibility output such as an advocacy paper and/or policy brief.

Desired Candidate Profile

A post-graduate university degree in Nutrition and/or Public Health. A PhD in this same or related discipline is an asset).

Minimum of 7 years of demonstrated experience leading complex public health or nutrition research projects at national or regional levels.

Proven expertise in conducting landscape analysis, situation assessments, or country-level nutrition studies, with familiarity with UNICEF frameworks.

Solid background in childhood overweight and obesity research, including risk factor analysis, food environment assessments, and programme/policy evaluations.

Experience working with multi-sectoral stakeholders and conducting validation workshops or stakeholder consultations.

Prior collaboration with UNICEF, UN agencies, or international organizations is a strong asset.

Familiarity with the Lebanese health and nutrition landscape required.

Proficient in designing, managing, and implementing qualitative research, including survey tools, key informant interviews, and document reviews.

Strong writing, synthesis, and presentation skills, with experience drafting technical reports, policy briefs, and visual dissemination materials.

Ability to translate complex findings into clear, evidence-based recommendations aligned with UNICEF s programming guidance.

Fluency in oral and written Arabic and English is required.

Excellent oral and written communication skills.

Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint.
