Job Description
Roles & Responsibilities
Under the supervision of the deputy general coordinator in charge of support services, you have the responsibility to define, adapt, plan and supervise the implementation of the mission s human resources infrastructures including internal procedures and policies, compensations and benefits, talent management, staff disciplines, career development and learning or team building while respecting the local context, the legislation and MdM policies and values
HR Strategy & planning
- Collaborate with coordination team to define HR strategy, needs, and budget
- Maintain and update organizational chart with clear reporting lines
- Contribute to HR planning in project proposals and amendments
HR administration
- Ensure up-to-date employee files and HR archives per MdM standards
- Oversee HR database management (licenses, tax IDs, etc.)
- Lead payroll processing in coordination with finance
- Ensure timely sharing of HR data and reports with HQ
- Implement and monitor salary grid and national staff salary policies
Team management
- Recruit, supervise, and evaluate HR team
- Provide coaching and capacity building
- Develop individual action plans and conduct regular performance reviews
HR policies & tools
- Develop and update HR policies aligned with local law and MdM values
- Ensure policy implementation, staff awareness, and compliance
- Oversee national staff recruitment and labour market benchmarking
- Support conflict resolution and disciplinary procedures
Capacity building & technical support
- Conduct field visits to monitor HR practices
- Review and improve training and evaluation systems
- Coordinate annual training needs assessment and implementation
- Provide technical HR support across the mission
PSEA
- Support implementation of MdM s PSEA policy
- Establish reporting mechanisms and visibility of PSEA measures
- Train HR staff and develop prevention plans as needed
Legal compliance
- Ensure compliance with local labour, tax, and immigration laws
- Manage legal documents, registrations, and contracts
- Coordinate with legal advisors and alert leadership to regulatory changes
HR management
- Oversee visa, work permit, and residency processes
- Manage expat housing, rules dissemination, and leave tracking
- Archive expat documentation
Reporting & communication
- Submit monthly SitReps and input into donor/external reports
- Liaise with other INGOs HR coordinators
- Maintain national staff archives and approve HR statements to HQ
Desired Candidate Profile
- Three years degree in management or HR related studies
- Three years experience in the same position with at least two years in the international humanitarian sector
- Experience in a conflict setting or challenging environment is an asset
- Knowledge of the Middle East is an asset
- Experience with MdM is an added value
- Able to work and live in a challenging context
- Excellent knowledge of Windows environment (word, excel )
- Experience with SharePoint
- Languages: English is mandatory (at least C1 level), French and/or Arabic is an asset

For more than 40 years, M decins du Monde (MdM), a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations here and abroad. It has continued to bear witness to obstacles that exist in accessing healthcare and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM France currently works in 30 countries across all continents to facilitate access to healthcare through 6 political battles: Since October 2023, Gaza has faced an unprecedented humanitarian crisis, with intensified Israeli military operations resulting in over 66,000 deaths and massive displacement of nearly 2 million people. The post-ceasefire blockade has severely reduced aid and commercial imports, worsening shortages and driving food insecurity. Amid these constraints, M decins du Monde (MdM) maintains a flexible medical and mental health response. Despite growing access restrictions, evacuation orders, and a shrinking humanitarian space forcing suspension and permanent closure, MdM has been continuing its direct service provision in 4 to 6 Primary Healthcare Centers over the past year.
