Job Title: HSE Officer – Facilities Management

Job Summary

We are seeking an experienced HSE Officer to ensure full compliance with Health, Safety, and Environmental standards across Facilities Management operations. The role involves proactive hazard identification, implementation of HSE systems, staff training, incident investigation, and continuous safety improvement across soft and hard FM services.

Key Roles & Responsibilities

  • Ensure compliance with local authority regulations, company HSE policies, and client-specific requirements across all FM operations.
  • Conduct routine and ad-hoc site inspections to identify hazards, unsafe acts/conditions, and non-compliance issues.
  • Prepare, implement, and monitor site-specific HSE Plans, Risk Assessments (RA), and Method Statements (MS).
  • Deliver toolbox talks, safety trainings, inductions, and awareness programs for FM staff including cleaning, MEP, soft and hard services teams.
  • Investigate incidents, near misses, accidents, and property damage, and prepare detailed reports with corrective and preventive actions (CAPA).
  • Ensure availability, correct usage, and compliance of Personal Protective Equipment (PPE) for employees and contractors.
  • Monitor and enforce Permit to Work (PTW) systems for high-risk activities such as confined space entry, electrical works, hot works, working at height, and lifting operations.
  • Conduct and coordinate emergency preparedness drills (fire evacuation, medical emergencies, equipment failure scenarios).
  • Maintain complete HSE documentation including inspection records, training logs, MS/RA files, incident reports, and statutory compliance documents.
  • Coordinate with site supervisors, technicians, and subcontractors to ensure safe work practices at all locations.
  • Inspect tools, equipment, and machinery to confirm certification, compliance, and safe working condition.
  • Identify unsafe conditions and behaviors, report them promptly, and ensure timely implementation of corrective actions.
  • Participate in internal audits, external audits, and client HSE inspections, ensuring closure of findings.
  • Support continuous improvement initiatives and promote a strong safety culture across FM operations.
  • Ensure proper waste management, chemical handling, storage, and environmental compliance in line with regulations.
  • Monitor staff behavior and recommend disciplinary action for repeated or serious safety violations.

Required Qualifications & Certifications

  • Bachelor’s Degree / Diploma in Engineering, Safety, or related field.
  • NEBOSH IGC / IOSH / OSHA certification (mandatory).
  • Additional UAE-approved HSE certifications are an advantage.

Experience

  • Minimum 3–5 years of HSE experience in Facilities Management, preferably in the UAE/Gulf region.
  • Hands-on experience in soft services, hard services, and MEP environments.

  • Maintain accurate HSE records and documentation, ensuring transparency and accountability within the organization.

Desired Candidate Profile

  • Bachelor's degree in Occupational Health and Safety, Environmental Science, or a related field is essential.
  • NEBOSH or IOSH certification is highly preferred to demonstrate industry-recognized competence.
  • Minimum of 3-5 years of relevant experience in HSE roles within construction, manufacturing, or oil and gas sectors.
  • Experience in conducting HSE audits and familiarity with ISO 45001 and ISO 14001 standards is advantageous.
  • Fluency in English is required, with knowledge of additional languages being a significant asset.
  • Strong analytical skills with the ability to assess complex situations and make sound decisions.
  • Excellent communication skills, both written and verbal, to effectively convey safety information.
  • Proficient in using HSE management software and tools for data analysis and reporting.
  • Demonstrated leadership abilities to motivate teams towards achieving safety goals.
  • A proactive attitude with a strong commitment to fostering a safe working environment for all employees.
