Job Description

Roles & Responsibilities

  • Policy and System Management: Develop, review, and update the company’s HSE policies and procedures in alignment with ISO 45001, ISO 14001, and local regulations (e.g., OSHAD).
  • Site Management: Conduct regular site inspections and audits to identify potential hazards and non-compliance issues. Implement corrective and preventive action plans to mitigate risks.
  • Compliance & Reporting: Ensure all projects and operations comply with the company's internal HSE standards, client requirements, and UAE laws and regulations. Prepare and submit comprehensive HSE performance reports to senior management.
  • Incident Management: Lead and manage the investigation of all HSE-related incidents, accidents, and near-misses. Conduct root cause analysis and implement measures to prevent recurrence.
  • Training & Development: Develop and deliver effective HSE training and awareness programs for all employees and subcontractors. Promote a positive safety culture through communication campaigns and incentives.
  • Team Leadership: Supervise, mentor, and lead the site HSE team, including HSE Engineers and Officers, to ensure professional and effective performance.
  • Stakeholder Liaison: Act as the primary point of contact for clients, consultants, and government authorities on all HSE matters.
  • Emergency Preparedness: Develop and maintain emergency response plans and procedures, and organize regular drills to ensure readiness.

Desired Candidate Profile


  • Education: A Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
  • Certifications:
    NEBOSH International Diploma or equivalent is essential.
    Professional memberships with organizations like IOSH (Institute of Occupational Safety and Health) are preferred.
    Additional certifications such as Lead Auditor for ISO 45001/14001 are a plus.
  • Experience:
    Minimum of 10-15 years of progressive experience in HSE management, with at least 5 years in a managerial role within the UAE construction and infrastructure sector.
    Proven experience working on large-scale infrastructure projects (e.g., roads, bridges, utilities).
    Demonstrated knowledge of UAE HSE regulations and standards.
  • Skills:
    Excellent leadership, communication, and interpersonal skills.
    Strong analytical and problem-solving abilities.
    Proficiency in conducting risk assessments and incident investigations.
    Fluent in written and spoken English; knowledge of Arabic is a significant advantage.
    Proficient in Microsoft Office Suite.
