Job Description

Roles & Responsibilities

HSE Management System:

  • Develop, implement, and maintain comprehensive HSE Management Systems in alignment with group policies and local/international legal requirements.
  • Establish and uphold project safety standards that meet organizational and regulatory mandates.
  • Collaborate effectively with stakeholders, contractors, and tenants to ensure building improvements and fit-out works adhere to and enhance safety standards.
  • Review and continuously enhance the effectiveness and compliance of the overall HSE management system, proposing and implementing improvements.
  • Oversee the contractors and service provider compliance with HSE requirements and site security policy.
  • Prepare new HSE Standard Operating Procedures (SOPs), Emergency Response Plan (ERP) and revise existing periodically.
  • Develop other essential HSE documents, including HSE Plans and Risk Assessments.
  • Conduct comprehensive risk assessments specifically for retail operations.
  • Maintain and update a digital dashboard to track all raised HSE issues with live status.
  • Prepare and submit monthly HSE statistics and weekly/monthly HSE reports to management, Authority, including safety alerts derived from incident investigations.

Operational HSE Oversight & Training:

  • Plan, deliver, and organize comprehensive health and safety training programs for all staff, including store personnel, as per schedule.
  • Conduct thorough risk assessments and develop robust HSE procedures, guidelines, and Standard Operating Procedures (SOPs).
  • Coordinate and conduct fire drills, and facilitate effective emergency services communication.
  • Perform regular HSE audits, and ensure strict compliance.
  • Oversee safety inductions, site inspections, and internal audits across all facilities.
  • Ensure the certification of lifting gears and manage comprehensive site security operations.
  • Process work permit requests and manage insurance impairments diligently.
  • Enhance safety through regular meetings, audits, Permit-to-Work (PTW) compliance, Lockout/Tagout (LOTO) monitoring, and ensuring physical security adherence to regulations and site policies.
  • Overall workplace safety implementation, monitoring and enforcement.

Incident Management & Reporting:

  • Report all incidents, including near misses, first aid cases, and property damage, and conduct Root Cause Analysis (RCA) to initiate corrective actions.
  • Lead incident investigations for recordable incidents, including site visits, and disseminate investigation reports and safety alerts.
  • Conduct investigations for serious near misses and incidents, assessing existing risks and communicating changes/cautions through HSE Alerts to all relevant SPOCs.

Site-Specific HSE Management (Retail & Warehouse):

  • Coordinate the annual renewal of Occupational Fire Certificate (OFC) and other necessary DWC certifications, including site inspections.
  • Ensure the implementation of highlighted comments from inspections and facilitate the renewal of HSE NOC and OFC.
  • Provide coordination and assistance during external authority visits to appointed warehouse locations.
  • Ensure 100% compliance with the Work Permit System, verifying that all contractor jobs are carried out according to the system and permits are issued upon evaluation of method statements, risk assessments, and other documents.
  • Ensure compliance and enforcement actions regarding insurance and legal norms, including 100% compliance for hot work permits and insurance intimation.
  • Raise impairment notices for critical fire system shutdowns.
  • Effectively monitor and enforce HSE measures at sites.
  • Ensure Contractor's All Risks (CAR) policy from contractors for all major projects.
  • Assist in annual insurance audits by preparing & review documents, coordinating closure of highlighted points, and providing close-out reports with actions taken/planned.
  • Assist in implementing risk reduction management and compliance with insurance risk reduction recommendations.
  • Organize and conduct two fire drills annually for all warehouse locations.

This role requires proactive monitoring and continuous improvement of health, safety, and environmental practices. The executive will report to the HSE Manager and ensure tenant and employee safety.

Desired Candidate Profile


  • BTech in Mechanical Engineering or similar
  • NEBOSH
  • UAE Driving License (Mandatory)
