Job Description
Roles & Responsibilities
1. HR Leadership & Strategy
• Partner with the leadership team to execute the organization’s human resources and talent strategy, particularly as it relates to workforce planning, recruitment, retention, and succession.
• Lead and manage the HR Department, supervising HR Officers, Recruitment Specialist, and other HR support staff.
• Advise management on manpower planning, organizational structure, and employee development initiatives.
• Develop and implement HR policies, systems, and procedures to support business objectives.
• Drive Emiratization programs and ensure compliance with UAE national workforce requirements.
• Represent HR in Head of Department (HOD) meetings and management reviews.
• Oversee HR audits, ISO readiness, and labour law compliance across all company sites.
2. Recruitment & Workforce Planning
• Supervise and support the Recruitment Specialist in managing full-cycle recruitment from job posting and shortlisting to interviews, offers, and onboarding.
• Collaborate with departmental heads to identify skill gaps, manpower needs, and succession planning priorities.
• Prepare and approve job descriptions, employment offers, and recruitment communications.
• Conduct or review background checks and employee eligibility verifications.
• Track and report key recruitment metrics such as time-to-hire, cost-per-hire, and retention rates.
3. HR Operations & Systems
• Implement and maintain a functional HRMS system and internal databases across all departments and locations.
• Oversee payroll preparation, attendance monitoring, and leave management in coordination with HR Officers and Finance.
• Ensure accurate and secure record-keeping of employee information in electronic and digital formats.
• Review and update employment contracts, renewals, and agreements.
• Prepare and analyze monthly overtime reports, manpower reports, and HR dashboards.
• Provide HR data and analytics to the CEO and Finance Department for reporting and decision-making.
4. Employee Relations & Compliance
• Act as the main point of contact for employee relations, grievances, and disciplinary actions.
• Conduct or oversee disciplinary meetings, investigations, and terminations in line with UAE Labour Law and company policy.
• Maintain compliance with MOHRE, GPSSA, WPS, and Municipality regulations.
• Oversee labour camp occupancy and ensure conditions comply with health, safety, and municipal standards.
• Promote a respectful, fair, and transparent work environment and ensure effective communication between management and employees.
• Ensure legal compliance and best practice implementation across all HR functions.
5. Policy, Development & Performance Management
• Design, implement, and continuously improve HR policies, employee handbooks, and procedures.
• Oversee performance appraisal systems and KPI-based evaluations.
• Identify training needs and coordinate employee learning, development, and orientation programs.
• Ensure fair and consistent application of policies and disciplinary processes across departments.
• Support succession planning and talent development initiatives to strengthen internal capabilities.
6. Reporting, Coordination & Analytics
• Prepare periodic HR reports covering manpower, payroll, recruitment, and attendance.
• Provide HR analytics and recommendations to management to support business planning and efficiency.
• Liaise with external auditors, legal consultants, PROs, and government authorities as needed.
• Ensure accurate and timely submission of statutory reports and HR compliance documentation.
7. Continuous Improvement & Digital Transformation
• Lead HR digitalization and automation initiatives to enhance efficiency and employee experience.
• Coordinate with IT and Finance to integrate HRMS with payroll and attendance systems.
• Introduce continuous improvement measures within HR processes and workflows.
• Support change management initiatives and promote innovation in HR operations.
Desired Candidate Profile
Experience
Minimum 7–10 years of HR experience, including at least 3–5 years in a managerial role within the UAE. • Proven track record of leading HR teams and managing end-to-end HR operations, including recruitment, payroll, and compliance. • Strong understanding of UAE Labour Law, GPSSA, WPS, and ISO HR audit standards. • Experience in HRMS implementation, digital transformation, and process improvement. • Solid exposure to multi-department coordination and managing HR operations for multiple sites or branches.
Skills & Competencies • Strong leadership and people management skills. • Expertise in recruitment, onboarding, and employee relations. • Excellent knowledge of HR policies, compliance, and labour regulations. • Strong analytical and reporting abilities. • Effective communication, problem-solving, and interpersonal skills. • High level of confidentiality, integrity, and professionalism. • Proficiency in HRMS systems and Microsoft Office applications.
