Job Description

Roles & Responsibilities

Responsible for leading, managing, and overseeing all aspects of health, safety, and environmental activities within the organization. This role ensures compliance with all relevant regulations and promotes a safe working environment for all employees, contractors, and visitors. The Section Head will also guide the development and implementation of health and safety policies, conduct risk assessments, and coordinate safety training and inspections, and serve as the primary liaison with government agencies (Civil Defense, OHS office, Environmental Legal Agency) on all HSE-related matters.
  • Develop, implement, and maintain HSE policies and procedures, ensuring alignment with legal requirements, ISO 45001 and ISO 14001 standards, with a focus on practical application within a manufacturing environment.
  • Monitor the effectiveness of health and safety systems and procedures across the organization.
  • Conduct risk assessments and audits to identify workplace hazards and ensure appropriate control measures are implemented.
  • Responsible for managing all communications and relationships with government agencies concerning health, safety, and environmental regulations, including the Civil Defense, Occupational Health and Safety (OHS) office, and the Environmental Legal Agency.
  • Ensure the organization complies with all local, regional, and national health and safety regulations.
  • Maintain up-to-date knowledge of regulatory changes and adjust practices to ensure compliance.
  • Lead inspections and audits by regulatory bodies and take corrective actions as necessary.
  • Develop and deliver safety training programs to employees at all levels.
  • Promote a culture of safety awareness through regular communication and educational sessions.
  • Maintain records of employee training, certifications, and safety performance.
  • Lead investigations of safety incidents, accidents, and near-misses, identifying root causes and recommending corrective actions.
  • Prepare detailed reports on safety incidents and track the effectiveness of corrective actions.
  • Oversee the proper documentation of all health and safety-related incidents.
  • Prepare and submit regular reports on health and safety performance to senior management.
  • Keep accurate records of safety inspections, audits, and safety-related activities.
  • Maintain up-to-date emergency procedures and evacuation plans.
  • Supervise a team of health and safety officers, providing guidance and support.
  • Collaborate with other departments to implement integrated safety initiatives and ensure safe working practices.
  • Foster a proactive safety culture within the organization, ensuring employee engagement.

Desired Candidate Profile

  • Bachelor s degree in occupational health and safety, Environmental Science, Engineering, or a related field (Master s preferred).
  • 10-15 years of experience in a health and safety leadership role, preferably in a similar industry.
  • Certification in Health and Safety Management (e.g., NEBOSH, OSHA, or equivalent).
  • Strong knowledge of health, safety, and environmental regulations.
  • Excellent communication, organizational, and problem-solving skills.
  • Ability to work under pressure and handle emergency situations effectively.
  • Solid understanding of all the Egyptian national laws and regulations and standards.
  • Comprehensive understanding of risk assessment methodologies (e.g., HAZOP, FMEA, Bowtie analysis) and risk mitigation techniques.
  • Deep knowledge of incident investigation techniques (e.g., root cause analysis), and reporting requirements.
  • Understanding of environmental management principles, including waste management, pollution prevention, and sustainability, in compliance with The Egyptian environmental regulations No 04 for year 2004.
  • Knowledge of data analysis techniques for tracking HSE performance metrics, and reporting to relevant Egyptian authorities as required.
