About the job

The Grants Management Manager (GMM) is a key position in the Programme Department overseeing programme development and the ongoing management of the country grant portfolio. The GMM ensures proposals and implementation are high-quality, evidence based and conducted in accordance with donor and DRC regulations. This includes overseeing timely reporting and overall accountability to donors. The GMM is also responsible for leadership and management of the Grants Unit. The position reports to the Head of Programme and collaborates closely with Support Services Managers, Technical Coordinators, the Senior Management Team and Area Offices on all grants-related matters, donor compliance, and proposal development.

Duties and Responsibilities:

Programme Development and Fundraising (35%)

  • Develop a Programme Fundraising Strategy and updated donor mapping for Yemen programme with a particular focus on diversification of funding and donor retention, keeping abreast of funding trends and donor strategies.
  • Lead the proposal development process - including budget development - engaging with Technical Coordinators, Area Offices and other relevant departments including Partnership to ensure the development and timely submission of quality proposals.
  • Support the HoP in maintaining active and regular communication with donors, ensuring timely response to communications and coordinating with relevant country team members on high-quality feedback.
  • Coordinate Go/No Go meetings for new funding opportunities.
  • Maintain regular analysis of the Grants Portfolio, including sector, locations and yearly allocations to identify priority areas for fundraising and communicating these to the SMT.
  • Maintain regular coordination with the Global Foundations and Institutional Donors Unit in HQ as well as the Business Development Advisor at Hub level for identifying funding opportunities, support with fundraising strategy and donor engagement, proposal development and compliance, etc.

Grants Compliance & Quality Assurance (20%)

  • Act as the Grants Management Donor Compliance Focal Point in the CO, ensure understanding of contractual obligations and regulations.
  • Develop and maintain up-to-date and in-depth knowledge of donor requirements and ensure that all contractual obligations and reporting deadlines are known and met by Programme, MEAL, Partnership and Support teams.
  • Work closely with Finance department to ensure that the financial reports submitted to donor s match with the narrative reports.
  • Ensure strong systems are in place for proposal development and donor reporting processes by developing guidance and SOPs to ensure clarity, efficiency and quality in all submissions.


About you

To be successful in this role you must have:

  • At least five years of professional experience in humanitarian emergency contexts with Program development/Grants Management responsibilities, preferable to have at least two years of experience at Grants Manager level.
  • Knowledge and experience working with multiple sectors including protection, economic recovery, WASH, Shelter and Infrastructure, CCCM, Humanitarian Mine Action.
  • Solid experience in project development - including budget development and donor reporting, preferably with an international NGO or other donor-funded organization
  • Extensive knowledge of institutional donors and their compliance requirements with proven experience of developing successful funding proposals
  • Keen understanding of the complexities in the Middle East region and Yemen or similar contexts
  • Excellent communication and writing skills in English.
  • Strong cross-cultural communication skills, including the ability to build relationships with internal and external stakeholders.
  • Excellent advance planning and organizational skills. Able to effectively prioritize and follow multiple tasks deadlines simultaneously.
  • Analytical, strategic, and able to proactively develop solutions to complex challenges.
  • Flexible and innovative. Able to adapt plans and pivot approaches in response to changes in context.
  • Reliable, patient and able to work independently, with developed leadership capabilities.

  • Master's degree or equivalent in international relations, humanitarian or development studies, or similar studies relevant to the post

Languages:

  • Proficiency in spoken and written English is essential.
  • Arabic is an asset
