Roles & Responsibilities
Based full-time in Erbil, the EL Programs and Training Manager will lead the planning, implementation, and financial monitoring of all English language and training programs at the Amideast/Iraq Field Office. In coordination with the Country Director, the EL Programs and Training Manager will represent Amideast to stakeholders and serve as the regular point of contact for corporate clients. They will oversee administrative functions in the department, including planning of courses, scheduling of classes, coordinating professional development sessions, assigning instructors, and ensuring proper resources to deliver high-quality EL and training courses. The incumbent will also ensure all program activities, monitoring and evaluation, and reporting are conducted in compliance with donor regulations and Amideast policies and procedures. The EL Programs and Training Manager also provides professional support and assistance to teachers and staff and ensures the overall quality of Amideast s EL and training programs through regular observations, department meetings, and coordination with the Amideast Baghdad office. Security conditions permitting, travel may be required to deliver or oversee offsite programs outside of Erbil, including visits to monitor programs organized in Baghdad and other program locations.
The EL Programs and Training Manager will contribute to new business development activities that are coordinated with the Country Director, Amideast s Regional Director for English Language Programs, and the organization s headquarters located in Washington, D.C. This will include drafting grant program proposals and budgets in response to Notices of Funding Opportunities from potential donor partners and networking with potential private and corporate entities to secure new EL contracts. The EL Programs and Training Manager also leads public EL outreach, which includes marketing and social media outreach, and directing the registration process and organization of classes, both in person and online.
RESPONSIBILITIES
- Lead and manage all English Language (EL) and training programs implemented across Iraq, ensuring quality delivery and alignment with Amideast s mission and donor requirements
- Supervise and develop EL and training staff, including recruitment, scheduling, timesheet approval, classroom observations, feedback, and performance evaluations
- Oversee project planning, implementation, monitoring, evaluation, and reporting, ensuring that all program activities meet organizational standards and donor compliance
- Manage project budgets and financial performance in coordination with the Country Director and Regional Finance, including forecasting, expenditure monitoring, and adherence to approved budget categories and limits
- Plan and allocate resources human, financial, and material across all EL and training projects to ensure operational efficiency and cost-effectiveness
- Develop annual training calendars and program schedules, including instructor assignments, course timelines, and delivery modalities
- Ensure effective use of Amideast Online (Learning Management System), supporting instructors, students, and staff in leveraging the platform for instruction and administration
- Oversee procurement and management of instructional materials and classroom resources, ensuring timely availability and cost control
- Maintain and update a comprehensive digital and physical resource library for use by teaching and training staff
- Design and deliver training materials and workshops tailored to specific audiences, corporate clients, and institutional partners
- Coordinate placement testing, scoring, and class assignments to ensure appropriate learner placement and course balance
- Lead assessment and evaluation processes for EL and training courses, analyze outcomes, and develop improvement plans
- Gather and integrate participant feedback to enhance program quality and responsiveness
- Prepare and contribute accurate, timely inputs for donor, partner, and internal reports
- Collaborate with the Regional Director for English Language Programs on program design, implementation, and quality assurance
- Engage in business development, including proposal writing, budgeting, and program design for new and recurring EL and training initiatives
- Coordinate with external partners, including the U.S. Embassy in Baghdad, the U.S. Consulate in Erbil, and institutional clients, to strengthen collaboration and visibility
- Advise the client support team on marketing and sales strategies for EL programs and services
- Develop and propose content for Amideast Iraq s website and social media channels to promote EL programs and expand visibility
Desired Candidate Profile
Required
- A master s degree in a relevant field (Education, Applied Linguistics, TESOL/TEFL, Human Resource Management, or Business Administration)
- Valid TESOL/TEFL certification (CELTA, TESOL, or PCELT) from an accredited institution
- Minimum of five years of English language teaching experience
- Demonstrated experience in program and/or project management
- Fluent or near-native proficiency in written and spoken English
- Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint)
- Experience in e-learning and online instructional platforms
- Proven ability to manage staff and instructors from diverse backgrounds and skill levels
- Strong leadership, problem-solving, and decision-making skills
- Excellent oral and written communication, interpersonal, and organizational abilities
- High degree of initiative, flexibility, and ability to work independently while managing multiple priorities
- Demonstrated cross-cultural sensitivity and client support orientation
Preferred
- Experience in curriculum design, development, and assessment
- Demonstrated experience in teacher supervision, mentorship, and professional development
- Experience with grant development, proposal writing, and donor-funded projects
- Familiarity with U.S. standardized tests such as TOEFL, TOEIC, GRE, GMAT, and SAT
