Roles & Responsibilities

The YDR Consortium seeks to engage a legally registered communications and media company based in Yemen to produce high quality communication products that:

  • Showcase the impact of YDR s multi sectoral programme on displacement affected communities and host populations.
  • Raise awareness among Yemeni, European and international audiences of the humanitarian situation in Yemen and YDR Consortium s response.
  • Comply fully with DG ECHO/EU visibility requirements (use of EU emblem, funding statement, pre clearance of press releases, consent and copyright, etc.) and safeguard the dignity, safety and privacy of beneficiaries.
  • Provide content for donor reporting and advocacy, evidencing how EU funding supports durable solutions and improves lives across sectors.

Scope of Work/Key Deliverables

The selected consultant will be responsible for the production and delivery of the following communication products. The methodology for each output must be strategically grounded, evidence-based, centered on human dignity, and participatory. All outputs must strategically highlight the age, gender, and inclusion empowering elements of the YDR Consortium s activities and adhere to the specified donor guidelines. All communication products should be discussed and agreed with the YDR Consortium Management Unit and DG ECHO Communications team prior to production and dissemination,

1. Short Videos

  • Task: Produce three (3) short videos (approx. 90-120 seconds each) that highlight the impact of the YDR Consortium s programme on the lives of target beneficiaries and communities. The videos should be emotionally resonant, character-driven, and optimized for social media platforms.
  • Content: The videos must feature authentic human-interest stories, showcasing the challenges faced by displaced populations and the positive changes brought about by the YDR Consortium s interventions. The content should be a mix of interviews, b-roll footage of project activities, and clear, concise text overlays. All videos must be produced in high-definition (HD) quality, with professional sound and editing.
  • Timeline: One video to be delivered in each of December 2025 , March 2026 and May 2026 .
  • DG ECHO Guideline Reference: Videos must display the EU emblem with the accompanying text "Funded by the European Union" at the end. The consultant must secure written, informed consent from all subjects, with special protocols for minors, and ensure that no AI-generated imagery is used to create a "fake reality." The consultant must produce a draft video script for review before filming the final video. In addition to the final video, the consultant will produce versions for Facebook, X, and Instagram, and short flash video excerpts. The video subtitles are to be translated into English. Music used in the video should be royalty free. The EU retains a royalty-free, non-exclusive, and irrevocable license to use all produced material.

2. Project Brochure

  • Task: Design and produce one (1) high-quality project brochure that provides a comprehensive overview of the YDR Consortium s work and impact. The brochure will be bilingual , with separate final versions in Arabic and English for different audiences. The brochure, ideally between 10 to 20 pages, should be visually appealing and easy to read, suitable for both online and print distribution.
  • Content: The brochure must contain a mix of serial images, human-interest stories from beneficiaries, key project data and achievements, and a clear articulation of the project s objectives and multi-sectoral approach. It must prominently feature the European Union s branding and highlight the EU s contribution to the humanitarian response in Yemen. It should also include the YDR branding.
  • Timeline: The final brochure to be delivered by May 2026 .
  • DG ECHO Guideline Reference: All materials must strictly adhere to EU visual identity standards, prominently featuring the EU emblem and the correct funding statement without modification. The branding must be consistent, professional, and receive prior axpproval.

3 Infographics and Visual Branding: Data-Driven Visuals

  • Task : Design and distribute at least four (4) branded digital materials, including two factsheets and two communication products containing infographics. The branded digital materials will be bilingual , with separate final versions in Arabic and English for different audiences. The factsheets will ideally be 2 to 4 pages in length.
  • Content: These materials will translate complex program data and processes into clear, compelling, and shareable visual formats suitable for policymakers, partners, and the public. They will serve as key tools for advocacy, reporting, and public outreach, demonstrating the scale, efficiency, and impact of the interventions in an accessible manner. The branded materials will visually represent the program's age, gender and inclusion through disaggregated data.
  • Timeline: All four branded materials are to be completed, two in December 2025 and two in May 2026 .
  • DG ECHO Guideline Reference: All materials must strictly adhere to EU visual identity standards, prominently featuring the EU emblem and the correct funding statement without modification. The branding must be consistent, professional, and receive prior approval.

Desired Candidate Profile

The company must be legally registered and have the right to operate in Yemen. A minimum of three (3) years of professional experience in producing high-quality communications and visibility materials for international organizations, NGOs, or UN agencies. Experience organizing any public events related to the humanitarian situation in Yemen for EU audiences will be an added advantage. A strong portfolio of previous work that demonstrates expertise in video production, graphic design, storytelling, and event management. The portfolio must include examples of work produced in Yemen. Proven technical capacity to produce high-definition videos, professional-quality print materials, and manage online events, as well as ability to travel to different governorates of Yemen, where YDR Consortium is operational. Deep understanding of the humanitarian context in Yemen, including the political, social, and cultural dynamics. Fluency in both Arabic and English is required for key personnel. Demonstrated commitment to ethical storytelling and communication practices, including obtaining informed consent and protecting the dignity and rights of beneficiaries. Travel may be required for this assignment, specifically for field visits to project sites. The purpose of these visits is to document beneficiary stories and capture the positive impact of the YDR Consortium s work, which will be used as material for project videos and brochures. The consultant is responsible for all travel-related expenses, including associated costs and logistical arrangements. This also includes obtaining any necessary travel permits. The consultant is solely responsible for obtaining all permits and authorizations required to carry out this assignment in YDR Consortium project locations.

The Yemen Displacement Response (YDR) Consortium is a partnership created in 2019 to provide a coordinated and effective multi-sectoral humanitarian response to the needs of displacement-affected populations across Yemen. The Danish Refugee Council (DRC) serves as the lead agency for the YDR Consortium, which also includes the Norwegian Refugee Council (NRC) and Acted as key implementing partners, and the International Organization for Migration (IOM) is a non-funded EU partner.
