Job Description

Roles & Responsibilities

SETS is on the look for a Director of Planning and Portfolios to join its Planning and Portfolios Department. The jobholder will report to the PMO Director.

Oversee portfolio management across all phases

Participate in developing strategies and work plans to assess and improve institutional performance in the project scope

Participate in preparing five-year portfolio plans, including monitoring implementation and updates

Ensure projects follow a proper stage gates approach in accordance with established standards such as MOMRA and EXPRO

Ensure the coordination of periodic meetings with stakeholders to review portfolios with agencies and project managers

Monitor projects alignment with strategic plans and monitor benefits realization

Oversee change requests at the portfolio level in coordination with the project planning and governance team

Guide direct reports regarding their responsibilities, provide feedback and advise to achieve department goals

Foster a conducive work environment by discussing best practices and lessons learned, encouraging adherence to professional and ethical standards in daily tasks

Support knowledge transfer activities

Saudi national

Bachelor's degree in Engineering with at least 15 years of experience in project management, strategic planning, and portfolio preparation, with PMP certification

Experience working in Project Management Offices (PMOs)

Exceptional leadership, vision, communication, and the ability to inspire and motivate others within the public sector

Strategic planning, budgeting, change management, and risk assessment within the government context

P3O and Prince2 from Axelos

Certified Strategic Planning and KPI Practitioner from GPMA

Portfolio Management Professional (PMI-PGMP)

Professional in Business Analysis (PMI-PBA)

The ability to think critically, analyze policy trends, and make informed decisions that align with the government's long-term goals and the public interest

Capability of building relationships with key stakeholders, including other government agencies, officials, and the public, and effectively advocating for policies and programs

Fluency in Arabic and English (spoken and written)
