Roles & Responsibilities

KEY RESPONSIBILITIES & ACCOUNTABILITIES:

1.HR Strategy & Leadership

  • Formulate and implement a comprehensive HR strategy aligned with United Developers vision, mission, and strategic priorities.
  • Serve as a trusted advisor to the CEO, CFO, and leadership team on talent, culture, and organizational development.
  • Lead transformation initiatives across HR, including digitalization, process optimization, and capability building.
  • Establish HR governance, performance metrics, and reporting frameworks to ensure accountability and operational excellence.

2.Talent Acquisition & Workforce Planning

  • Oversee end-to-end talent acquisition for all departments, ensuring a strong employer brand and proactive talent pipeline.
  • Lead manpower planning, including forecasting, succession planning, and capability assessment.
  • Develop and execute the Qatarisation strategy, ensuring alignment with national workforce objectives and internal capability needs.
  • Build partnerships with local educational institutions, career fairs, government bodies, and community programs to attract Qatari talent.
  • Implement targeted learning, development, and career pathways to support Qatari employee growth and retention.
  • Monitor Qatarisation KPIs, compliance requirements, and government reporting.
  • Ensure workforce plans are aligned with approved budgets, headcount controls, and long term business plans.

3.Performance Management & Talent Development

  • Lead the annual performance review cycle, ensuring fairness, objectivity, and alignment with corporate goals.
  • Establish leadership development, career progression, and high-potential programs.
  • Drive Learning & Development strategy, including training needs analysis, Udemy Business utilization, and blended learning initiatives.
  • Introduce competency frameworks and leadership pipelines for critical and succession roles

4.Employee Engagement & Culture

  • Champion a positive, inclusive, and high-performance workplace culture.
  • Design and deliver engagement initiatives such as HR Week, wellness programs, recognition frameworks, and communication campaigns.
  • Enhance internal communication to strengthen transparency, collaboration, and employee experience.
  • Act as a cultural steward and change champion across the organization.

5.Compensation, Benefits & HR Operations

  • Oversee compensation benchmarking, salary structures, and reward programs to ensure competitiveness and equity.
  • Lead HR operations including HRIS, payroll coordination, workforce analytics, and process adherence.
  • Ensure compliance with Qatar Labour Law and company policies.
  • Drive data-driven HR decision-making through dashboards, analytics, and workforce metrics.
  • Support annual budgeting and cost-optimization initiatives related to manpower and benefits.
  1. Organizational Development & Change Management
  • Lead organizational design initiatives to enhance efficiency, productivity, and scalability.
  • Partner with department heads on restructuring, role design, competency frameworks, and capability transformation.
  • Manage change initiatives with effective communication, training, and stakeholder management.

6.Employee Relations & Compliance

  • Serve as the custodian of company policies, employee conduct, and grievance resolution mechanisms.
  • Mitigate risks by ensuring compliance with legal and regulatory requirements.
  • Maintain strong, trust-based relationships with employees at all levels.
  • Ensure alignment with legal, risk, regulatory, and audit requirements.
