Roles & Responsibilities

Main Accountabilities:

  • With the support of the Desk Epidemiologist, creating, reviewing, and adapting data collection tools according to the project indicators, and coordinating the development, implementation and follow up of Standard Operating Procedures (SOPs) for documentation. Developing and implementing data quality assurance methods to ensure good performance of the activities and reliability of the information, treating with respect and confidentiality all patient information.
  • Providing technical support to the medical team and data entry staff in the implementation of routine data recording, collection, and entry for the selected project indicators in clinics and/or hospitals and/or health centers. Organizing and implementing or providing technical support in the establishment of monitoring tools for new activities as initiated in the project.
  • On a monthly, quarterly or basis of request, implementing detail analysis of recorder data for key indicators for the project in order to facilitate the definition, redefinition or reorientation of project activity. This will also include analysis of the district s (MoH) cohort data, whenever available. Following the analysis, identifying, and reporting any new and interesting indicators for review with the medical team for potential follow up where relevant.
  • Managing and supervising the work of the data team personnel for quality assurance including identification of training needs and providing coaching for the staff on issues related to data.
  • Planning and supervising, with support of the HR department, the associated HR processes (recruitment, training/induction, evaluation, potential detection, motivation, development, and internal communication) the data team in order to ensure having the appropriate team in terms of size, capabilities and skills.
  • Participating in meetings and/or trainings as requested scheduled by manager or MSF. This includes but is not limited to MSF internal meetings and/or trainings, and local, regional, or international meetings and/or trainings.
  • On a monthly basis and in collaboration with the medical team, preparing and submitting summary reports on analyzed data for both MoH and MSF and preparing and implementing MSF internal monthly or quarterly medical data presentation, including facilitation of team reflection, and sharing of updates to promote team dynamism and reactivity.
  • Performing additional activities whenever needed and as requested by the supervisor

Context / Specific accountabilities:

Data systems

  • Support the setup, configuration, rollout of the electronic medical record (EMR) systems across all MSF-supported Egypt projects, ensuring workflows, forms and indicators are aligned with project medical objectives and MSF standards.
  • Review and assess, on a regular basis, the EMR tools and data structures (forms, templates, lists) in use in all projects. Identify gaps and provide practical recommendations for improvement where necessary.
  • Lead the day-to-day follow-up of the data-related monitoring activities.
  • Contribute to the development and maintenance of a data dictionary (variables, codes, indicators, case definitions) based on standards MSF tools and ensure standardization across projects and with MoH requirements whenever possible.
  • Coordinate with IT and EMR team and relevant technical referents to report bugs, request small adaptations and follow up on implementation of changes in the EMR.

Data tools, SOPs, and data quality assurance

  • With the support of the the Epidemiology referent, review and adapt data collection tools according to the project indicators and evolving activities and strategy, ensuring harmonization between sites when possible.
  • Map and regularly update the data flows from point of care to reporting for systems in place, documenting roles and responsibilities at each step.
  • Create, review and adapt data collection tools and documentation Standard Operating Procedures (SOPs) for documentation, including data entry, verification, storage, backup and sharing, in line with Egypt project indicators and evolving operational needs and treating all patient information with strict confidentiality as per MSF standards.
  • Strengthen data quality through data quality checks (completeness, consistency, etc.) in close collaboration with the medical teams and through structured shadowing, targeted trainings and routine follow-up with project MAMs and data teams.

Data analysis and reporting

  • On a monthly, quarterly or ad hoc basis, extract, clean and consolidate project data for analyses, and reporting, support data interpretation. Ensure timely validated data is available in the projects to support monthly reporting across projects.
  • Identify and flag trends for review with the medical team and support any potential follow-up if requested by the medical team.
  • Ensure timely availability of visualization dashboards to support meetings, and reports.
  • Upon request, support operational research, assessment, or other type of reporting in data extraction, cleaning, or analysis in collaboration with the medical team.

Capacity building and support to data team

  • Manage and supervise the work of data team personnel to ensure quality and timeliness of data entry and reporting.
  • Identify training needs and provide on-the-job coaching for staff involved with medical databases from both MSF and partner sites, covering data tools, EMR use, data quality and data protection.
  • Brief all new staff involved in data (clinical and non-clinical) on the data systems in use, the indicators to be collected and the basic principles of documentation and confidentiality.
  • Provide or support specific trainings to the medical teams on data related matters in collaboration with the Epidemiology advisor.

Ad-hoc support

  • Conduct regular support visits to all project sites to provide technical guidance, on-site coaching and ensure harmonized HIMS practices.
  • Respond to any other ad-hoc data related requests based on project needs.

Desired Candidate Profile

Education:

  • Bachelor s degree (or higher) in Epidemiology or Public Health is essential.
  • Desirable specialization or training in tropical diseases
  • Desirable experience in a medical setting and/or extensive training in statistics and epidemiology

Experience:

  • Essential at least 2 years of experience with data management/ data monitoring and surveillance
  • Desirable working experience with MSF or other NGOs.
  • Previous experience in NCD information management is an asset

Language:

  • English and Arabic essential (both written and verbal)

Knowledge:

  • Essential computer literacy (word, excel and internet) and statistical packages such as R, STATA, SPSS, or SAS
  • Desirable knowledge of the M&E parameters of the country s MOH or another similar context.
